To: MAYOR AND CITY COUNCIL
From: TED SEMAAN, PUBLIC WORKS DIRECTOR
TITLE
APPROVE A SECOND AMENDMENT TO THE AGREEMENT WITH CJ CONCRETE CONSTRUCTION, INC.

FOR SIDEWALK REPAIR AND REPLACEMENT SERVICES TO INCREASE THE NOT TO EXCEED AMOUNT FROM $575,000 TO $858,750
ADOPT BY TITLE ONLY RESOLUTION NO. CC-2401-001 A RESOLUTION OF THE CITY COUNCIL OF THE

CITY OF REDONDO BEACH, CALIFORNIA, DECLARING SIDEWALK REPLACEMENT WORK AT MCBAIN

AVENUE AND SPEYER LANE, VAIL AVENUE AND MATHEWS AVENUE, AND THE CITY PUBLIC WORKS YARD AS “REPAIR” AND EXEMPTING IT FROM BIDDING REQUIREMENTS PURSUANT TO SECTIONS 19 AND 19.1(A) OF THE CITY CHARTER OF REDONDO BEACH

EXECUTIVE SUMMARY
Approval of the recommendation would amend the sidewalk replacement Agreement with CJ Concrete Construction, Inc. (CJ Concrete Construction) to allow for the replacement of additional sidewalks and concrete areas at various City intersections and the Public Works Yard.

BACKGROUND
On October 4, 2022, the City Council awarded a two-year agreement to CJ Concrete Construction, Inc. to remove and replace damaged sections of sidewalk, curb & gutter, and driveway approaches in the City that presented potential trip hazards. On August 1, 2023, the Council approved an amendment increasing the contract amount from $375,000 to $575,000 to complete traffic calming, drainage improvement, and bulb-out construction projects at several intersections.

CJ Concrete Construction has proven to be very effective and cost-efficient in providing concrete replacement work for the City, and staff is recommending a second amendment to the agreement so the contractor can perform additional work, including installation of cross gutters at the McBain Avenue/Speyer Lane and Vail Avenue/Mathews Avenue intersections, and concrete replacement at the Public Works Yard to repair and strengthen foundations in the fleet maintenance area. Approval of the attached amendment would increase the total not to exceed amount from $575,000 to $858,750 to allow for this work.

Also attached for the Council’s approval is a resolution confirming that the sidewalk replacement work qualifies as repair rather than public works construction. Projects deemed to be construction require a formal sealed bidding process.
