TITLE
APPROVE PLANS AND SPECIFICATIONS FOR THE INTERNATIONAL BOARDWALK SURFACE REPAIR PROJECT, JOB NO. 70810, AND AUTHORIZE THE CITY CLERK TO ADVERTISE THE
PROJECT FOR COMPETITIVE BIDDING
EXECUTIVE SUMMARY
The International Boardwalk Surface Repair Project, Job No. 70810, (Project) is included in the City’s Capital Improvement Program budget and will replace existing asphalt pavement with a more attractive ADA compliant pedestrian surface. The surface will also be traffic-rated to allow for the daily need for service access vehicles. In addition, the Project will include the design for drainage to tie in with the existing quay wall.
Plans and specifications for the Project have been prepared and are now ready to be advertised for competitive bidding. Plans and Specifications for the Project are available for review in the Plans and Specifications Review Area located behind the Engineering Services Division counter at City Hall.
The Engineering construction cost estimate for the Project is $1,250,545. The Project is currently budgeted at $882,068 and supplemental funding will be needed to complete the work. A budget modification resolution will be prepared and recommended at the time of contract award, after the final bid amount is determined. Construction is anticipated to begin in April 2024 and be completed before the start of the summer season.
BACKGROUND
The International Boardwalk is located in the area surrounding Basin 3 of King Harbor. The boardwalk itself is bordered by a quay wall on the water side and storefronts to the inland side. The boardwalk width is ± 15 feet and the length is approximately 1,200 feet. The City desires to make improvements to the existing asphalt pavement by replacing it with a more aesthetic, ADA compliant, easily maintained, and vehicle rated surface. The pathway serves as the route for food and merchandise deliveries to the businesses along the Boardwalk and for the regular pickup of 40-yard trash containers. The multi-purpose pathway design intends to support loading of these activities to the extent practical.
On February 17, 2023, Twining, a geotechnical engineering firm was engaged through an on-call City contract to conduct geotechnical explorations and provide design recommendations for the Project.
On July 6, 2023, the City's Public Works Department commissioned Elie Farah, Inc. (EFI), an on-call design firm, to develop survey base-plan, design, and construction documents for the Project’s civil site work. A comparative study of different pavement surfacing options was also conducted by EFI, in

site work. A comparative study of different pavement surfacing options was also conducted by EFI, in collaboration with Boardwalk businesses and staff, and was presented at the November 14, 2023 City Council meeting where paver stones were selected as the preferred surfacing material.
The design of the civil site improvements was completed in December 2023 and plans and specifications for the Project have been prepared and are now ready to be advertised for competitive bidding. It should be noted that while Ackerstone pavers (see attached) have been selected for the project, the final color and pattern selections are still in discussion with the onsite tenants and will be included as an addendum to the bid package without impacting the project cost or schedule. As was mentioned above, the Plans and Specifications are available for review in the Plans and Specifications Review Area located behind the Engineering permit counter at City Hall.
Staff anticipates advertising the Project in January 2024 with a construction award in March 2024.
Construction is expected to begin in April 2024 and be completed in two to three months.
COORDINATION
The development of Project Plans and Specifications was coordinated by the Public Works Department, Engineering Services Division. The Waterfront & Economic Development Department is managing the outreach to businesses to help select the pavers, colors, and pathway pattern. Once initiated, project construction will be coordinated with the onsite tenants to minimize business disruption.
FISCAL IMPACT
The CIP Budget includes $882,068 of funds for the Project. The construction cost estimate (see below) exceeds the current level of funding. Staff anticipates redirecting a portion of the funds available in the Pier Parking Structure Security and Operational Enhancement Project account to cover the shortfall. After the final construction bid amount is determined, staff will return with a budget modification resolution to address the funding gap.
