The District stated in legal pleadings to the Superior Court that it was formed to benefit Residents who Reside in the District.

As such, surrounding neighborhoods should not be further damaged by BCHD for the benefit of 95% NON-RESIDENTS.

BCHD plans to turn over 3 acres of the taxpayer owned and funded land on Prospect to a private company for 95 years. In return, BCHD will receive about $1.2M annually in rent payments. That $1.2M per year barely pays the costs of the top 5 executives' salaries at BCHD. Should taxpayers surrender 3 acres for generations just to fatten the wallets of the bloated 13 executive BCHD management team?
No company or government entity deserves to have 13 executives to manage 65 employees.

That's a gross misuse of taxpayer funds. Each BCHD executive manages fewer employees and a smaller budget than a shift supervisor at a busy McDonalds franchise.

Taxpayers don't need a million dollars in rent from giving up public land for a century.

Taxpayers need to trim the 13 executive, $2.3M bloated BCHD executive budget instead.

Dear Impacted Neighbors:

BCHD had an Executive and Board off-site planned for December 2023. It was abruptly cancelled without reason after BCHD published the meeting materials.

For the thousands of residents within a mile of BCHD, you need to be aware that BCHD's materials included what was effectively a Declaration Of War against your neighborhood, peace and quiet, and property values. BCHD's single highest priority for 2024 is to jam the socalled Healthy Living Campus through the Redondo Beach Planning Commission over the top of all surrounding neighbors. As a reminder, BCHD's consultant study shows that 80% of the tenants of the high cost 100% private assisted living will be non-residents of the four zip codes of the District.

BCHD also plans to seek funding for a 95% non-resident PACE facility. Only 1 in 1000 seniors uses PACE, and that means there are only 16 seniors in the District that are likely to enroll. The other 384 enrollees will be bussed in from outside the area. And this is all on top of the allcove Beach Cities facility, that is required by contracts to service all of LA County SPA8, which is 1.4M population. That means allcove's service area is 91% non-residents.

As a surrounding property owner, you will pay the price in terms of noise, traffic, air quality, property values and other damages so that BCHD can service 80% to 95% non-residents of its own District.

It's time to gear up for war. BCHD started, but we can put an end to it. Go to StopBCHD.com and provide your contact info. We'll start our BCHD Self Defense newsletter in January 2024.

Don't let BCHD destroy your neighborhood!

(PUBLIC COMMENT ALL AGENCIES)
As 2023 comes to an end, it's important to note that BCHD's stated #1 goal for 2024 is to put "shovel in the ground" on the Wealthy Living Campus. The campus is opposed by the surrounding neighborhoods, will create many damages, including noise, property value reductions, and chronic stress (Blue Zones "Silent Killer").

BCHD MUST EMERGE FROM THE SHADOWS - provide all CURRENT HLC plans to the public - and start acting transparently WITH DISTRICT TAXPAYER-OWNERS.

BCHD has operated in the shadows throughout 2023. CEO Bakaly's posted Q&A clearly stated that BCHD believes the public has no right to know. BCHD IS ACTING LIKE ANY OTHER COMMERCIAL DEVELOPER - NOT ACTING AS A PUBLIC AGENCY!!!!!!!! And when asked what outreach BCHD planned, it responded that it had no materials and that any plans were not for the public's knowledge or view. BCHD IS HIDING IN ORDER TO SNEAK ATTACK THE PUBLIC!!!!!!!!!!
CPRA Question: The public has been completely isolated from the PMB LLC plans for the RCFE on the publicly owned P-CF lot, especially following the separation of the C-2 lot.

Provide documents demonstrating the public outreach plan for the dissemination and public comment as input to the proposed roughly 110-foot tall, 250,000 sqft 100% PMB LLC owned RCFE structure.

BCHD Response: The records you are seeking are not related to final determinations, or to records that have not already been published, such information remains privileged by the
District.

SHOULD TAXPAYERS LOSE 3 ACRES OF LAND FOR UP TO 95 YEARS TO PAY FOR THE TOP 5 BCHD EXECUTIVES?
WHY HAS BCHD WITHHELD INFORMATION REGARDING ITS PROPOSED 100% PRIVATE DEVELOPMENT FOR NEARLY 1-1/2 YEARS?
Taxpayers formed the District to provide services to the "Residents who reside" in the District, according to the District's condemnation filing for the Prospect site. That land was taken from private owners for the benefits of residents as clearly stated in the District's Pleading.

BCHD continues to hide the details of PMB LLC private Assisted Living from the Public that owns the District. The most recent financial estimates of the taxpayers return on the loss of 3 acres for 95 years was in September of 2022, when BCHD stated that it would receive $1.5M in rent from PMB LLC. Since then, it appears that the size of the building has been reduced by 20%, thereby reducing the revenue to the District to an estimated $1.2M annually. That assumes that BCHD leases back NO square feet in the building.

The last revenue estimate provided to the public by Cain Bros, investment banks from September 2022 is below..

Based on Transparent California Taxpayer cost data for BCHD, taxpayers pay nearly $1.2M to support only 5 BCHD Executives each year.

So here's a couple issues to deal with:
1) Metro allowed Beach Cities Health District to spend $1.73M of Measure M funding for 400-feet of bike path. The majority of the funding was used for remediation of deferred maintenance of a District owned (since the 1950s) hillside. In any event, the mere cost of over $4000 per foot should have been vetoed by the Measure M oversight committee as a socially irresponsible use of money. That same funding of over $20M per mile could have built freeway lanes, for example, as opposed to one single block of bike path. 2) Metro seeks to build a 2 track 24/7/365 rail system through Redondo Beach. That is simply unacceptable. If Metro is willing to allow BCHD to spend over $20M/mile on a bike path, surely Metro will spend the funds to move the 2-track, 24/7/365 rail out of residential neighborhoods and on to commercial Hawthorne Blvd.
