TITLE

APPROVE CHANGES TO STREET SWEEPING HOURS ALONG THE SOUTH SIDE OF DIAMOND

STREET BETWEEN PACIFIC COAST HIGHWAY AND DEL AMO STREET

EXECUTIVE SUMMARY
Following discussions with the City’s street sweeping vendor, members of the City Council / Redondo Beach Unified School District Board Joint Subcommittee, staff, and the Public Works & Sustainability Commission (PWSC) it is recommended that street sweeping restrictions along Diamond Street be adjusted to alleviate Redondo Union High School (RUHS) related parking concerns.

The proposed change would modify the parking restriction period along the south side of Diamond Street between Pacific Coast Highway (PCH) and Del Amo Street, currently a three-hour window of time on Thursdays from 11:00 AM to 2:00 PM, to a brief one-hour time restriction from 7:00 AM to 8:00 AM on Thursday. With school days typically starting at 8:30 AM, the proposed change would allow students to park adjacent to the school, rather than parking in residential areas across the street. The change will also save students from having to move their cars during the school day.

The proposed change was presented to the PWSC on November 27, 2023. The Commission voted 6-1 in support of the change and recommended bringing the matter to City Council for consideration of approval.

BACKGROUND
The PWSC Administrative Report describes the existing conditions of Diamond Street within the street segment, from PCH to Del Amo Street. The south side of this segment is fronted exclusively by RUHS, and parking is currently prohibited each Thursday between 11:00 AM and 2:00 PM for weekly street sweeping. The north side of the street is fronted by a mixture of single and multi-family residential units with parking prohibited each Friday between 11:00 AM and 2:00 PM for weekly street sweeping. Additional parking restrictions that exist on the south side of Diamond Street will not be affected by this proposed change.

Street parking along the south side of Diamond Street is typically utilized by neighborhood residents, students, and visitors to RUHS. School officials have expressed concerns that current restrictions are an inconvenience for campus visitors and students during the middle of the school day during the three-hour street sweeping window. Starting in the 2022-2023 school year, RUHS implemented a new bell schedule, with school starting at 8:30 AM rather than 7:55 AM on most days. The new bell schedule provides an opportunity to perform street sweeping during times street parking would be

schedule provides an opportunity to perform street sweeping during times street parking would be least utilized by various constituent groups.

Based on feedback and discussions with members of the City Council / School Board Subcommittee, staff is proposing to revise and shorten the street sweeping-related parking restrictions along the south side of Diamond Street between PCH and Del Amo Street to 7:00 AM to 8:00 AM on Thursdays. This timeframe allows for additional, uninterrupted neighborhood resident and RUHSrelated parking. This proposed change, among other options, was discussed with Athens Services and 7:00 AM to 8:00 AM Thursdays is the time slot that minimizes disruptions to their City-wide schedule.

Noticing of the proposed change and the PWSC meeting on November 27, 2023 was provided to all residences with frontage along, and within 150 feet, of Diamond Street between PCH and Del Amo Street. At the PWSC November meeting, a few residents spoke against the proposed change.

Following PWSC’s support of the change, City staff explored additional street sweeping times based on the feedback received from the residents and discussed additional options with Athens Services.

Ultimately, a more ideal, and/or less costly change of time, could not be identified, and staff’s and PWSC’s original recommendation remains.

Therefore, with the support of the Public Works & Sustainability Commission, staff is advancing the proposed street sweeping change on Diamond Street between PCH and Del Amo Street for City Council consideration of approval. If approved, the installation of the revised street sweeping signage would be implemented by Public Works personnel as part of their regular assigned workload.

Additionally, the street sweeping change would be coordinated with Athens Services and the Police Department, Parking Enforcement Division.

COORDINATION
Coordination of the public outreach, safety evaluation, and the creation of this report took place within the Public Works Department. Input was provided by members of the City Council / School Board Subcommittee and the Public Works & Sustainability Commission. Noticing was provided to all residences with frontage along and within 150 feet of Diamond Street between PCH and Del Amo Street to provide input at the November Commission meeting.

FISCAL IMPACT
The cost to replace street sweeping signage along the recommended street segment is estimated at $1,000. Funding for this change is available in the Public Works Department annual operating budget.
