TITLE
DISCUSSION AND POSSIBLE ACTION FOR PROPOSED CHANGES TO STREET SWEEPING
HOURS ALONG THE SOUTHERLY SIDE OF DIAMOND STREET BETWEEN PACIFIC COAST
HIGHWAY AND DEL AMO STREET
EXECUTIVE SUMMARY
In response to discussions between staff, councilmembers, and Redondo Beach Unified School District (RBUSD) officials, staff is proposing a modification to the street sweeping schedule, and corresponding parking restrictions, along the southerly side of Diamond Street, from Pacific Coast Highway (PCH) to Del Amo Street, adjacent to Redondo Union High School (RUHS). The recent change to the students’ daily school start time has provided an opportunity to modify parking restrictions along the street segment to potentially benefit both students and residents.
Staff first presented a revised schedule to the City Council for consideration on December 19, 2023.
At the meeting, the Council continued the item to provide an opportunity for broader neighborhood noticing and to research additional street sweeping times that could be accommodated by Athens Services, the City’s contracted vendor.
Athens Services confirmed they are able to accommodate one of the suggested alternative street sweeping schedule changes, and as a result, staff is now recommending street sweeping along the Diamond St. segment be modified to occur on Mondays, from 8:00 AM to 9:00 AM rather than the previously proposed time of 7:00 AM to 8:00 AM on Thursdays. The earlier Thursday time slot was discussed at the December 19, 2023 meeting but not broadly supported by the City Council.
Staff, as directed, expanded the noticing area for this item. Notices were mailed on January 9, 2024 to all residences from the south side of Diamond Street to Carnelian Street and from PCH to N.
Juanita Avenue, to invite community participation and discussion on the issue at the January 16, 2024 City Council Meeting.
BACKGROUND
Street parking along the south side of Diamond Street from PCH to Del Amo Street is typically utilized by neighborhood residents, students, and visitors to RUHS. School officials have expressed concerns that current street sweeping restrictions, Thursdays between 11:00 AM and 2:00 PM, are an inconvenience for campus visitors and students during the middle of the school day and incentivize students and others in the community to use the parking available in the neighborhoods rather than

on Diamond Street.
Beginning in the 2022-2023 school year, RUHS implemented a new school schedule, with a starting at 8:30 AM rather than 7:55 AM on most days. This change provides an opportunity to perform street sweeping during times that the street parking would be least utilized by various school related visitors.
Based on feedback and discussions with Council Members and RBUSD officials, staff, at the December 19, 2023 Council meeting, proposed revised and shortened street sweeping-related parking restrictions along the south side of Diamond Street between PCH and Del Amo Street from 7:00 AM to 8:00 AM on Thursdays. This timeframe was suggested to allow for more accessible RUHS-related parking that would help reduce spill over impacts in the neighborhood. The proposed change was discussed with Athens Services representatives who stated that the 7:00 AM to 8:00 AM time slot would minimally disrupt their City-wide street-sweeping schedule.
Noticing of the proposed change was provided to all residences with frontage along, and within 150 feet of, Diamond Street between PCH and Del Amo Street. Council discussed the item at the December 19 meeting and decided to continue it to provide more time for the community to consider and provide input on the proposed change. Staff was directed to expand the noticing area and conduct further exploration of alternative street sweeping times with Athens Services. RBUSD also agreed to conduct additional information gathering and outreach on the issue.
Based on the follow up discussions, four options have been identified for street sweeping parking restrictions along the Diamond St. segment: Mondays from 8:00 AM to 9:00 AM (recommended); Thursdays from 1:00 PM to 3:00 PM; Thursdays from 2:00 PM to 4:00 PM; or the originally proposed time on Thursdays from 7:00 AM to 8:00 AM.
Impacts from changing the street sweeping schedule along Diamond Street are different depending on the new time schedule selected. A change from the current schedule, Thursdays 11:00 AM to 2:00 PM, to the earlier Thursday morning (7:00 AM to 8:00 AM) is the least disruptive to the citywide street sweeping schedule, but more significant for the residents who use the area for overnight parking and would have to move their cars earlier in the morning. The best compromise option appears to be the Monday morning, 8:00 AM to 9:00 AM time slot. This slot is recommended because it helps accomplish the goal of providing increased RUHS related parking, has fairly minimal impact on Athens broader street sweeping schedule, and allows area residents more time to move their cars. This period also accommodates the later, 9:25 AM, start on Mondays at RUHS. The afternoon options that have been identified more significantly disrupt Athens’ citywide schedule and have less benefit to RUHS students.
If a change is approved by the City Council, installation of the revised street sweeping signage will be implemented as soon as possible by City staff as part of their assigned workload. Implementation of the change in the street sweeping day would be coordinated with Athens Services and the Police Department’s Parking Enforcement Division.

Public Works & Sustainability Commission (PWSC). Noticing for the November 27, 2023 PWSC and December 19, 2023 City Council meetings was provided to all residences with frontage along, and within 150 feet of, Diamond Street between PCH and Del Amo Street. Noticing for the January 16, 2024 City Council Meeting was provided to all occupants/residents within the area bounded by PCH, Diamond Street, Juanita Avenue (both sides), and Carnelian Street.
FISCAL IMPACT
The cost to replace street sweeping signage along the subject street segment is estimated to be $1,000. Funding for this change is available in the Public Works Department Maintenance and Operations Budget.
