COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, DECLARING REPLACEMENT OF THE ROOF AT THE POLICE PIER SUBSTATION AS “REPAIR” AND EXEMPTING IT FROM BIDDING REQUIREMENTS PURSUANT TO SECTIONS 19 AND 19.1(A) OF THE CITY CHARTER

EXECUTIVE SUMMARY
The existing roof at the Police Pier Substation has been in place for nearly 40 years and is in need of replacement due to its poor condition. The recommended agreement with OM Roofing Inc. of Cerritos, CA, if approved, will provide all labor and materials needed to replace the roof for a total cost not to exceed $88,387.
BACKGROUND
The roof at the Police Substation located at the entrance to the Pier is nearly 40 years old and has exceeded its useful lifespan. Replacement is needed at this time to ensure the facility can continue to withstand the elements. Staff obtained proposals from the following companies to provide the labor and materials needed to perform the replacement:
OM Roofing: $82,494
Avalon Roofing: $83,500
Letner Roofing Co: $85,500
The proposal submitted by OM Roofing Inc. presents the most desirable combination of qualifications, experience, and pricing. The company has extensive experience delivering the services desired by the City. The company will provide all labor, materials, and equipment needed to perform the roof replacement, along with Performance and Payment Bonds, for a total not to exceed amount of $88,387.
Staff is also asking Council to adopt a resolution confirming that the roof replacement qualifies as repair rather than a public works construction project. Projects deemed to be repair instead of construction do not require a formal sealed bidding process to be conducted.

The Public Works and Financial Services Departments coordinated the preparation of this report.
The City Attorney’s Office prepared both the Agreement and the Resolution.
FISCAL IMPACT
The cost to replace the roof at the Police Pier Substation will not exceed $88,387. Funding is available in the project budget for the Police Department Pier Substation Improvements CIP - Project #20980.
