TITLE
APPROVE A TRANSFER AGREEMENT BETWEEN THE CITY OF REDONDO BEACH AND THE LOS ANGELES COUNTY FLOOD CONTROL DISTRICT TO SECURE $782,000 OF SAFE CLEAN
WATER PROGRAM, REGIONAL FUNDS, FOR THE GLEN ANDERSON PARK REGIONAL
STORMWATER CAPTURE GREEN STREETS PROJECT
EXECUTIVE SUMMARY
The Glen Anderson Park Regional Stormwater Capture Green Streets Project (Project) is included in the updated and City Council approved Watershed Management Program (WMP). The Project will capture and infiltrate storm water flows, thereby preventing stormwater pollution from reaching receiving waters.
Staff applied for regional Safe Clean Water (SCW), also known as Measure W, funding to help underwrite the costs of this multi-benefit project. The Project was selected by the Measure W South Santa Monica Bay Watershed Steering Committee (WASC) to be awarded $782,000 of competitive SCW Regional Program Funds. This Transfer Agreement is required for the City to formalize the funding for the Project, which will be disbursed up-front to the City.
During the FY 2023-24 budget adoption process, the City Council appropriated $391,000 of the $782,000 for the design of the Project. The balance of the project cost will be recommended for appropriation as a part of the FY 2024-25 budget process, which aligns with the anticipated construction timeline.
BACKGROUND
The City owns and maintains Glen Anderson Park, which is a multi-use park located adjacent to Lincoln Elementary School between Rindge Lane, Farrell Avenue, and Vail Avenue. The park has significant green space in addition to baseball fields, tennis courts, basketball courts, and a playground. A LAFCD-owned 78-inch reinforced concrete storm drain pipe runs under Vail Avenue adjacent to the park. Approximately 483 acres of area is tributary to this drain at the point it flows past Glen Anderson Park.
The Project intends to capture the 85th percentile design storm which represents the 24-hour storm depth of approximately 0.8 inches. The Project will add infiltration elements to the system and transform it into a multi-benefit regional project while maintaining its flood control capacity and function. The Project will also incorporate a variety of other benefits like parkway greening, bioretention area, and replacing 0.5 acres of existing concrete pavement with a pervious surface.

bioretention area, and replacing 0.5 acres of existing concrete pavement with a pervious surface.
The Project will expand the existing landscaping and irrigation amenities by incorporating green street improvements within, and along, the perimeter of the Project site and will not impact Anderson Park’s recreation or open play space areas.
On February 15, 2023, the South Santa Monica Bay Board WASC approved the FY 2023-24 Stormwater Investment Plan that recommended funding for the Project. Approval of the Transfer Agreement will allow the City to move forward with the Project and implement this portion of compliance actions outlined in the updated WMP.
This Project is identified as one of the Regional Projects in the updated Beach Cities WMP. It is an essential project to help the Beach Cities Watershed Management Group meet our MS4 permitting requirements and demonstrate compliance with Santa Monica Bay Beach water quality objectives.
The City Council approved the first WMP on June 16, 2015 and approved the updated WMP on June 8, 2021. The updated WMP includes this Project as a priority effort to reduce the amount of pollutants discharged to the Santa Monica Bay.
An agreement with Tetra Tech to provide engineering support services for CEQA assessment, planning, Los Angeles County Flood Control District (LAFCD) connection permitting, community outreach, and engineering design services was approved by the City Council on November 7, 2023.
This process is expected to last twelve months and conclude with finalized construction documents that will be ready to advertise for bidding. Staff is expected to apply for regional funding for construction of the project in FY 2025-26.
Under the Los Angeles SCW Program Ordinance and SCW Program Implementation Ordinance, the program’s purpose is to fund projects and programs that increase stormwater and urban runoff capture and reduce pollution through these efforts. The Anderson Park Project clearly meets these objectives, and scored highly in the competitive selection process. As a result, the Project was selected by the South Santa Monica Bay WASC to be awarded $782,000 from the competitive SCW Regional Funding Program, which covers the balance of anticipated Project cost. The City Council appropriated half of the funding required for design of the Project, $381,000, as part of the FY 2023- 24 budget and the additional $381,000 will be requested for appropriation as part of the FY 2024-25 budget adoption process, all of which is funded by the SCW program.
COORDINATION
Project Planning has been coordinated by the Public Works Operations and Engineering Services Divisions. The City Attorney’s Office approved the Transfer Agreement as to form.
FISCAL IMPACT
Approval of the Transfer Agreement will provide $782,000 in funding for the execution of the Project.
Failure to approve the Transfer Agreement would require the City to identify other funding sources in this amount to meet the compliance requirements of the City’s WMP.
