Electric Lawn and Garden Programs:

With spring coming and a growing number of Southern California cities adopting ordinances on gas-burning lawn equipment, South Coast AQMD invites residents and businesses to take part in our Electric Lawn and Garden programs.

South Coast AQMD has two programs, beginning in March, that help clean the air through the replacement of gasoline-powered residential lawn mowers and commercial lawn and garden equipment available to all eligible participants who work or reside within the South Coast AQMD's four-county jurisdiction:
• The Residential Electric Lawn Mower Rebate Program is available for eligible residents to receive a rebate of up to $250 with the purchase of a cordless, battery-electric lawn mower. An operable, gasoline powered lawn mower must be scrapped in order to be eligible for the rebate. • The Commercial Electric Lawn and Garden Equipment Incentive & Exchange Program is available for commercial landscapers and gardeners operating within the South Coast AQMD's region providing from 50 to 85% commercial lawn and garden equipment. This program is also open to local governments, school districts, colleges and non-profits..

When I look at the adopted budgets going back to 2015, I see several business critical HR deliverables not getting completed. By June 2016 expending 170 hours HRs internal filing & general administrative practices was to be completed. To date, the department is overrun with paper and bogged down with antiquated workflows for basic (onboarding, new hire orientation, direct deposit) and business critical (workers comp). Side note: I submitted a plan design to City Manager & reached out to IT to develop a demo and have not heard back. HR has reported a project each budget season in some iteration since 2015 to identify & update critical & outdated policies (anti-harassment) as well as create (substance abuse, personal vehicle use) and has yet to. Side note: I created all of these in 3 hours. I'm concerned that HR is now tasked with researching & implementing a City-wide customer service training when they themselves offer very poor customer service to job applicants. No or terse communications to simple questions followed by disqualifying the candidate from further consideration is common place. I've watched the City Council of Hermosa Beach complain about the lack of customer service our current Director of HR provided them (see May 13, 2014 starting at 4:39:41) including refusing to provide the council information requested. She and the then City Manager of HB were abysmal. I'm extremely concerned about the skillset of the City's HR team to make us a contemporary high performing employer and city "committed to providing the finest services to enhance the quality of life for those who live, work, visit and play in our community." Question becomes, what is the accountability for this team? We look at City Managers future looking plan & HR requested an additional HC at over $200K to process workers comp claims (20 so far this year). I am comforted that this was denied but I don't see where there was a follow up for the nearly 10 years of not accomplishing key HR functions such that non mou employees can feel safe, supported, acknowledged, and appreciated. Turning down free help from a citizen with 17 years experience is also concerning.

2 things: 1. We didn't need to up from %58K to $68K even though that was the "math". If you play the meeting back, you'll note that the vendor stated that it was ok to up to 40 hours re: the data requested they already had and as long as the request wasn't for an in depth report, the increase in hours without an increase in fee was ok.

The fact that he didn't speak up speaks to vendor integrity. 2. Vendors inability to answer Councilman Behrendt's questions about investigations where vendor is called out by his individual name gives me additional pause.

I support the staff recommendation for the installation of speed cushions on the 800 block of North Lucia. I am a resident of North Lucia and my home is in between the two proposed speed cushion locations. The residents overwhelmingly support the installation of speed cushions. The data supports the installation of speed cushions.

Speed cushions are the best solution slow down the excessive speeds of car traffic on North Lucia.

As a long time resident of N. Lucia, I am a strong supporter of installing speed cushions. At some point, our residential street has become a thoroughfare to accommodate rush hour traffic attempting to decrease drive time by avoiding Pacific Coast Highway, as well as a location for buyers from nearby automobile dealers to test drive automobiles. In addition to the cars, we have a good amount of young people riding ebikes, which often coincides with the morning traffic as they are making their way to school, more often than not, running the stop sign at Agate. It seems just a matter of time before one of the rushing cars collides with one of the bikes. I understand there are issues to be worked out in regards to placement and location. However, the cushions are necessary not only for the enjoyment of the residents and their families who live here, but for everyone's safety.

I originally signed the petition but I am now against the speed cushions. There are no speed limit signs posted on our block which, I believe, would help tremendously to remind people that this is a residential neighborhood. We were also told when we were asked to sign the petition that speed cushions would also keep crime out of our neighborhood. We really don't think that speed cushions are a deterrent to criminals. We would like to have our name/ address removed from the petition, 822 N. Lucia Ave.

Since the petition was circulated, there have been at least 4 households who have moved out or will be by the end of February 2024. These households are all renters who aren't paying the property taxes. The addresses of renters moving out and who had signed the petition are 805, 818, 829, & 833. I also didn't realize that multiple members of each household are able to comment, children included.

My husband & I have lived in our house for the past 22 years and are property owners and we oppose the speed cushions.

I am a homeowner at 820 N Lucia Ave & have lived there for over 38 years.

I am against the installation of speed cushions on the 800 block of N Lucia Ave & did not sign the petition.

I agree that there are an excessive number of vehicles using the street & that many of the drivers travel over the speed limit. Not only is it a safety issue but it is a quality of life issue. However I do not agree that the installation of speed cushions should be used to alleviate the problem. Research in other cities has shown speed cushions are not always an effective or safe method of slowing traffic & there are negative impacts associated with their use such as:

Increased noise pollution due to vehicle deceleration/acceleration Emergency vehicle response times can be slowed
Increased speeding/pollution as some drivers accelerate more between cushions Potential hazard to bicyclists, motorcyclists & to someone parked over a speed cushion The City created part of this problem by allowing the end of N Maria Ave to be closed to incoming traffic at Anita St. Many of the eastbound vehicles on Anita St that would have turned onto N Maria Ave now turn onto the 800 block of N Lucia Ave creating traffic that shouldn’t be there as those drivers are only using the street as a means to get through & do so at excessive speeds. The 800 block of N Lucia Ave is being penalized for the sake of the street above. To deter speeding, it is suggested that the City do what other cities have done & implement methods such as the use of:
“No turn” signs for weekday peak hours as used in Hermosa Beach “No thru traffic” signs - while not enforced, it can be a deterrent Police to actually enforce the speed limit during peak hours for a period of time as the City of Torrance has done on residential streets.

The City indicated that 32 petition signatures were required to consider speed cushion installation. The petition had 33 signatures however two homeowners have retracted their names leaving less than the required 32. Also, four of those who signed will have moved by the end of Feb. Coupled with my comments above, I’m requesting alternatives to speed cushions be seriously considered and tried.

It seems unnecessary to debate the installation of speed cushions when the current situation on N Lucia Avenue, characterized by increased traffic volume and speeds, suggests that it may no longer be a residential street, governed by a 25 mph speed limit. This change on our street not only raises significant safety concerns but also threatens to undermine the residential quality and tranquility that residents in the Beryl Heights community value.

The transition of our street from a serene residential area to one that accommodates higher traffic flow and speed would have detrimental effects on the safety and well-being of our residents, not to mention the potential devaluation of our properties. Installing speed cushions is a proven and effective method to moderate vehicle speeds and discourage through-traffic, thereby enhancing the safety and quality of life for all residents.

I urge the City Council to consider the data and the lessons learned from the measures on N Maria Avenue.

Taking action now can prevent our street from losing its residential status and safeguard our community against the adverse effects of increased traffic volume and speed.

Thank you for your attention to this matter and for your ongoing efforts to maintain the safety and integrity of our neighborhoods

I have owned and lived on my property at 820 N Lucia Ave for almost 39 years. I did not sign the petition asking for the installation of speed cushions on this street.

The installation of speed cushions, which are proposed to be installed within 27 yards of my home, will have a severe negative impact on the livability of our home. As stated in the City’s “speed and volume report” an average of 462 vehicles use our street on a daily basis. These proposed cushions will cause loud noise from the thumpthump of each vehicle driving over the cushions along with the additional noise of the subsequent acceleration of each car or truck as they clear the cushions and the potential braking noises as a vehicle approaches a cushion.

This additional excess noise generated by an average of 462 vehicles driving over the proposed speed cushions on a daily basis would be intolerable. Not only will it negatively affect the current relatively moderate noise level on the street, but the increase in noise day and night will affect the ability to sleep well and the general enjoyment of our neighborhood that I have called home for so many years.

Additionally, speed cushions are not a “short-term” solution. They are a blight to the neighborhood that cannot be removed without a lengthy petition and hearing process.

For a speed deterrent, there are several other options to be considered:

Street Traffic Lane Calming: This method of adding white striping along the roadsides has been implemented on the 700/800 blocks of N Maria Ave. This is a traffic calming method which has been proven to slow vehicles down while traveling along that specific roadway.

Speed Limit Radar Signs: The use of speed limit radar signs such as the one installed on Beryl St near Beryl Heights Elementary School is a proven method of slowing down traffic by alerting drivers of their actually speed.

These solar powered signs are easily installed and maintained.

In efforts to preserve the quality of life in this neighborhood, I ask that you do not move forward on this issue and instead consider/implement an alternate method for keeping traffic within the 25mph speed limit.

I am opposed to installing speed cushions anywhere near my house. I have concerns about noise, constant jarring of joints from continually driving over them, and potential decreased property values. I am located at 815.

I will not be able to join the meeting due to a conflict, but I am very opposed to these. Thank you.

I attended and spoke at the PWSC meeting in November. The signatures collected from the residents of the 800 block of N Lucia demonstrate how important this matter is a majority of the neighborhood. The traffic data collected by the city demonstrates that there is an issue with speeding on the street. The speeding vehicles average 33 mph which is well above the 25 mph speed limit. With N. Maria closed to traffic from 190th, many living or going to school in the Beryl Heights area use N. Lucia for access. Also, those trying to get around congestion on PCH often cut through N. Lucia for faster access to 190th - the volumes and speeds are particularly high before and after school hours. Many residents and visitors to our block have experienced closecalls with speeding cars. While there may be larger traffic flow issues, speed cushions can serve as a short-term solution for calming the traffic on our street, promoting safety and enhancing the overall quality of life for residents. Additionally, speed cushions contribute to a quieter and more peaceful neighborhood. I support speed cushions for the 800 block of N Lucia as a traffic calming measure that will allow us to strike a balance between maintaining necessary traffic flow and prioritizing the safety of residential areas.

I think it's great that the city was able to try out the drone show last year in response to the new permitting regulations for fireworks. It was a good opportunity to test out an environmentally-friendly and pet-friendly alternative to fireworks. I know that the reception was mixed, but I think that we could refine and build on it to make it better this year. Suggested improvements would be to use speakers to amplify the accompanying music and make the formations visible from the pier, or where most people congregate, instead of being fixed over the Seaside Lagoon.

I don't think we need two fireworks shows, as this just adds double the amount of pollution and PM2.5 into the air.

A possible compromise would be to have 1 fireworks display and 1 drone show, and the city could determine if it wants to sponsor the fireworks show or a drone show, and the other show can be sponsored by the Riviera Village Association/Mr. Ginsburg. Hopefully we can consider this!
