RE: Fireworks Permit Support
Pi environmental, LLC (Pi) is pleased to provide a cost and scope to support NPDES fireworks permit compliance for the Redondo 4th of July fireworks show. We recognize the importance of meeting new permit conditions, and Pi has been working to address the environmental concerns related to the fireworks displays with other shows that share a commitment to preserving the environments they operate in.

Based on the latest permit requirements, Pi will address the necessary required documentation and receiving water debris management requested by the Board for demonstrating compliance with the permit, these include video documentation of the show, debris/trash collections, and reporting on the amount and types of event related debris if/when found.

Task 1. Permitting
To address the coverage under the existing NPDES permit, Pi will help event organizers prepare and submit the required application materials for acceptance for coverage from the LA Board.

Some of this information may be readily available, but this task may require some coordination with the pyrotechnics operators.

Task 2. Receiving Water Debris Collection & Bottom Survey Debris surveys will be conducted prior to the event, immediately after the fireworks display, and a final clean-up the morning after the event. The post event firework debris surveys will target floating material that can be collected from the surface waters. Using prevailing winds and smoke trails observed during the event, the debris collection team will target the most probable fallout receiving waters. Field teams will use drop cameras and side scan sonars to look for and identify any event related debris. Results of the bottom survey will be reported in conjunction with debris reporting.

All fireworks debris collected will be described and weighed. When conducting night surveys, the field teams will be equipped with all relevant safety gear necessary.

A debris collection report will be provided for each show. Each debris report will describe and detail the show type (shoreline or barge), dates, times, and methods used for debris collections, as well as provide survey maps and locations where fireworks debris was found. The report(s) will be provided to the City within 3 weeks of the event.

Schedule
Pi will work with event organizers to submit the application for coverage under the Fireworks permit with ample time for the LA Board to review and accept. Field crews will conduct a total of two surveys of the debris area, the night of the event, and a final re-survey of the area the morning after the event.
