TITLE
APPROVE A THREE-YEAR AGREEMENT WITH EXCELSIOR ELEVATOR, INC. TO PROVIDE ELEVATOR MAINTENANCE SERVICES FOR AN ANNUAL COST NOT TO EXCEED $55,781 ADOPT BY TITLE ONLY RESOLUTION NO. CC-2402-008, A RESOLUTION OF THE CITY

COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, DECLARING MAINTENANCE AND REPAIR OF THE CITY’S ELEVATORS AS "MAINTENANCE" AND EXEMPTING IT FROM BIDDING REQUIREMENTS PURSUANT TO SECTIONS 19 AND 19.1(A) OF THE CITY CHARTER OF

REDONDO BEACH

EXECUTIVE SUMMARY
Approval of the recommended action would allow for execution of a three-year agreement with Excelsior Elevator, Inc. to provide maintenance services for the City’s ten elevators. The annual cost for services would not exceed $55,781. The total not-to-exceed amount for the three-year term is $167,343.

BACKGROUND
The City’s three-year agreement with Excelsior Elevator, Inc. to maintain elevators at 10 City facilities recently expired. The Financial Services Department, on behalf of the Public Works Department, solicited proposals for a new three-year agreement. Responses to RFP #2324-004 were as follows:
· EnPro Elevator, Inc. $53,587
· Excelsior Elevator, Inc. $55,781
· Amtech Elevator Service $75,240
A fourth proposal was submitted by Elevators, Etc., but it was received after the submittal deadline and could not be considered.

The cost figures shown above are annual not-to-exceed costs, based on projected levels of service, including a 10% contingency. In evaluating the proposals, the following criteria were considered:
· Qualifications/experience
· Product quality
· References

· Cost
After reviewing all proposals, the Public Works Department concluded that the proposal submitted by the current service provider, Excelsior Elevator, Inc., presented the most favorable combination of experience, product, references, and cost. The company has provided quality, reliable services to the City for the last eight years. While EnPro Elevator, Inc. offered slightly lower pricing, the company does not currently have a presence in the local area and staff has concerns about the firm’s ability to respond to emergency callouts in a timely manner.

The proposed three-year Agreement would begin on February 20, 2024, and end on February 19, 2027. Also attached for the Council’s approval is a Resolution confirming that maintenance and repair of elevators qualifies as maintenance rather than public works construction.

COORDINATION
The Public Works Department coordinated this item with the Financial Services Department. The City Attorney’s Office prepared and approved the Agreement as to form.

FISCAL IMPACT
The annual cost for elevator maintenance services would not exceed $55,781, including a 10% contingency. The total cost for the three-year term of the agreement would not exceed $167,343.

Funding for the Agreement is available in the Public Works Department’s Building Occupancy, Harbor Uplands, and Harbor Tidelands operating budgets.
