TITLE

APPROVE INSTALLATION OF ALL-WAY STOP CONTROLS AT THE INTERSECTION OF MACKAY

LANE AND GRAHAM AVENUE

EXECUTIVE SUMMARY
In response to a request from residents, staff performed an analysis of all-way stop (AWS) controls at the intersection of Mackay Lane and Graham Avenue. Staff’s findings were presented to the Public Works & Sustainability Commission (PWSC) on January 22, 2024. The PWSC voted unanimously in support of the installation of AWS controls at the intersection.

This item is being advanced for City Council consideration based on the recommendation of the PWSC and the site analysis conducted by the City’s Transportation Engineer, who believes that the operation of the intersection could be made safer with the installation of AWS controls. Staff recommends the installation of AWS at Mackay Lane and Graham Avenue and is seeking City Council approval.

BACKGROUND
Staff received an AWS request from a resident for the intersection of Mackay Lane and Graham Avenue in June 2023. The resident rescinded their request shortly thereafter, but re-requested AWS controls in November 2023. The intersection has stop controls only on Graham Avenue. Staff proceeded to collect resident support data, perform field observations, and obtain crash history information, as per the City’s policy for this type of request. Although crash history and resident support data did not meet thresholds established by the City’s adopted policy, staff observed visibility challenges for drivers traveling eastbound and westbound on Graham at Mackay that could be addressed with the installation of all-way stop controls, and therefore recommends their installation.

The attached administrative report for the January 22, 2024 PWSC meeting provides more information on the request and the analysis of the intersection. The PWSC took public input and, following deliberations, recommended advancing the staff recommendation with unanimous support.

If approved by the City Council, installation of the additional traffic controls will be implemented as soon as possible by City staff as part of their assigned workload.

FISCAL IMPACT
The cost to install additional signage and associated appurtenances for AWS control at the recommended intersection is estimated at $2,000. Funding for installation of the new AWS controls is available in the City’s Traffic Calming budget.
