RFP# 2223-004 REPLY
Facility Management and Operation of the
Veterans Park Historic Library/Community Center
2 3
Our proposal is not exhaustive as we are open to collaborating with the City to see the Library come to life in a new way. Please know that we are open and ready to negotiate. In the spirit of collaboration (and competitiveness!) MBM has made some inspiring changes to our original proposal. Of note:
• Increased our Catering & Café Sales commission/return to the City to 15% • Increased our Sales Revenue because we can use 2023 sales information from our managed venues:
• Catering sales from the comparable property we manage - La Venta • Café sales from MBM’s comparable café - the Counter
• Increased our large capital investment of $395,266 to also include indoor and outdoor café tables and chairs
• Increased our Opening Costs to $33,500 which include RB Historical Library web design, café smallwares, customized uniforms and much more • Included, in Direct Costs, a YEARLY marketing and social media budget of 2.5% of net sales. In year 1 that is estimated to be $53,814!
Made by Meg brings operational experience, business expertise, financial stability and community dedication. We are eager to work with the City to restore the Library as a historic community jewel!
Made by Meg Catering is thrilled to be considered as the Veterans Park Historic Library Facility Manager and Operator!
We see this as an opportunity to embrace community and create a space for those both local and from afar to create lasting memories.

5 6 7
Provide a proposed twelve-month calendar outlining an ideal breakdown of time for the shared-use concept, noting when the City would maintain control over the schedule.

The attached City Shared Use Calendar illustrates a collaborative use of the Library between MBM and the City. The City would have control of February and parts of May, June and December. Please note that May and June are considered high season for weddings and these are considered prime dates as requested by City Council. The City would also be able to schedule events Monday & Tuesday 9-4 and Wednesday 9-9 throughout the year.

Link to City Shared Use CALENDAR
In the event the City does not identify a use during this time, describe what adjustments would be made to rents payable to the City.

If MBM is able to schedule events we would pay applicable commission.

To reflect the 3+ months of City shared-use the yearly minimum annual guaranteed rental fee/commission paid by the concessionaire to the City would change:
• From $175k (12 months) to $135k (~9 months) years 1-3 • From $200k (12 months) to $150k (~9 months) years 4-10 MBM would ask that the City works with us to release unscheduled weekdays (Mon – Thurs) 3 + months in advance and weekends (Fri – Sun) 9+ months in advance.

Outline the proposed facility management plan during events or activities taking place during the City’s allocated time.

MBM would plan to continue to pay for and schedule the General Manager and building maintenance personnel during the City’s events and activities. They would continue to occupy their office space and continue their workflow. They would open and close the Library, manage the Café, keep the maintenance schedule, etc.

The Library will still need to be cleaned, secured and maintained during the City’s reserved time.

We will assume the opening times for the Library during the City reserved times would be in an 8 hour block each day in accordance with labor laws. We can negotiate further terms with the City for security, staffing, kitchen, alcohol, etc. based on the City’s needs. MBM would retain exclusive use of the kitchen, as the café will be open, per Health Department code.

Describe your proposed affordable priority booking plan to allow usage of the facility for Redondo Beach groups consisting of at least 51% residents.

After extensive research into the available facility rentals in Redondo Beach and the South Bay we have determined large, oceanfront venues are not available for public booking. There are no facilities similar in size and attributes to the Library.

There are many affordable options for smaller groups within the city of Redondo Beach already. So we would deduce that larger groups would be interested in the Library. With large groups comes added responsibility like security, plumbing, staffing, etc.

Comparable municipal facilities in the area:

Manhattan Beach:

Joslyn Community Center, 100+ guest capacity
No alcohol allowed
$165/hour, Resident
$200/hour, Non-resident
Mt Whitney Banquet Hall, 150 guest capacity
No alcohol allowed
$135/hour, Resident
$175/hour, Non-resident
Hermosa Beach:

No comparable facilities for similar use available
Redondo Beach:

Seaside Lagoon, outdoor only, no rates listed
Torrance:

Toyota Meeting Hall, 275 seated reception, no rates listed Given the capacity, location and pricing of this space, we anticipate being highly desirable and extremely reasonable for these booking rates. Based on larger groups, the schedule for 2 hours or less would be:

RB resident (51%) accept booking <3 months in advance per hour $275 RB resident (51%)
non-profit group accept booking <3 months in advance per hour $200 Non-RB resident (<50%) accept booking <2 months in advance per hour $325 Monday 9am – 4pm
Tuesday 9am – 4pm
Wednesday 9am – 9pm
MBM will develop a recurring booking plan for RB resident groups looking to schedule continuous education, monthly meetings, etc. And we will offer discounted charges for add-ons (chair or equipment set up, etc.)
8 9
Provide a detailed explanation of usage of the facility for office, storage and leasable space considering the City’s desire to have as much leasable space as possible.

MBM proposes almost all Library space to be usable and leasable.

Leasable Lower Floor Spaces:
• 2 Getting Ready Suites
• Men’s Bathroom
• Women’s Bathroom
• Hall Wet Bar
Main Floor:
• All main floor open rooms – middle west room, north, middle and southeast rooms, southwest room
• We will be adding a prep kitchen and storage to the northwest room Mezzanine
• All available
As we need a General Manager & Facilities & Maintenance Supervisor onsite we propose to outfit the small room near the downstairs stairwell on the main floor as an office for the General Manager. We will purpose the little room above the steps on the mezzanine floor for the Facilities & Maintenance Supervisor. These rooms are not useable for guests so it benefits all! Also, since MBM Hospitality HQ is very nearby in Redondo Beach, we are able to office all our Library support staff at that location.

Explain your vision for how you would collaborate with the Redondo Beach Historical Museum and Historical Commission to create supportive programming at the historic library facility. Include any connections you may have already made with either group or similarly-focused local groups.

We would like to work with the RB Historical Museum & Commission, the RB Public Art Program and RUHS to celebrate local art at the Library through exhibits, classes and semi-permanent art installations.
• Quarterly rotating artifacts/historical pieces displayed throughout the mezzanine • 3 x year historical artifacts curated by the RB Historical Commission • 1 x year Redondo Union High School Annual Evening of the Arts art exhibit • Opening day partnership with the RB Historical Museum • Museum Artifacts exhibited throughout the Library
• Tours of the Library hosted by RB Historical Museum docents and the MBM team • Specific exhibit of the Museum’s choosing. For instance: The Evolution of the Redondo Beach Pier, Residential Design – the TRW Tract
TERM
Provide the minimum term that would support your proposal for a shared-use approach for the facility. Include any additionally proposed term extension(s) and outline the impacts of the extension(s) on facility improvements and rents payable to the City.

MBM proposes a 10-year term plus two 5-year extension options.

To reflect the 3+ months of City shared-use the minimum annual guaranteed rental fee paid by the concessionaire to the City would change:
• From $175k (12 months) to $135k (~9 months) years 1-3 • From $200k (12 months) to $150k (~9 months) years 4-10 Continuous Library facility improvements would be made over the course of the term. These will be proposed to the City and underwritten by MBM. Some of our proposals are:
• Adding bathrooms to the main floor in the small room near the downstairs stairwell and in the closets near the entrance
• Putting in French doors on the southside of the main level main room leading to the deck under the fig tree

FACILITY MANAGEMENT EXPERIENCE
Outline your company’s experience in managing and directly overseeing a private rental facility including the dates of operation.

Since June of 2021 Made by Meg has been the concessionaire, facility manager and exclusive caterer at La Venta Inn, PVE. There have been only 3 operators at La Venta in the 100 years since it opened. They are:

1. Eskridge Family

2. New York Food company

3. Made by Meg Catering
In June 2021, Made by Meg Catering began operations of the historic La Venta Inn in Palos Verdes Estates, CA. Meg Walker is the leaseholder of La Venta Inn and the sole operator of the venue. She holds the ground lease for the property, which includes the financial obligation of monthly rent, all utilities, maintenance, labor, property tax and insurance. Meg signs every La Venta contract for any booking that takes place at La Venta Inn as she is the sole owner of Made by Meg Catering and the only authorized signer for all of our entities. “We” refers to the company of Made by Meg and the team of employees who work at La Venta Inn, all under Meg’s leadership and financial umbrella.

We built the La Venta team from the ground up from the Venue Manager, to Event Liaisons, to Facilities Management team and Sales team. This is a 6-8 person team all year round. Our team is responsible for the overall property security, surveillance, booking, community engagement and daily functionality. 10 11
Once the lease was signed, the marketing efforts began. The entire venue was rebranded through a new website, new logo, new social media platform handles (Facebook and Instagram), new online listing profiles (Wedding Wire, Venue Report, Yelp, Here Comes the Guide etc etc) and we purchased the phone number that went out of service when the previous operator filed for bankruptcy. Every lead, phone call and in-person visit is coordinated and handled through our team onsite and at our corporate headquarters.

The booking calendar is completely maintained and solely managed by our team. This prevents double bookings and we have developed a fair, professional manner in which to assign dates to clients. This is one of countless ways we remain in good standing within our community of clients, peers and neighbors.

Facility management is spearheaded by our facilities manager who coordinates all landscaping (3 acres of historic, lush property designed by the Olmstead brothers), all utilities and building maintenance. This property requires everything from paint touch-ups to roof repairs to pest control on a daily basis. We have an internal team that cleans and maintains the facility between events to keep the venue pristine and ready for tours, events and impromptu visits.

La Venta Inn has a commercial kitchen within the historic building. It is maintained and cleaned according to the Los Angeles County Department of Public Health standards.

La Venta Inn is a California Point of Historical Interest. La Venta Inn is also the logo emblem of the Palos Verdes Homes Association & Art Jury, which serves as the Palos Verdes Estates ruling body of architectural integrity and building aesthetic for the City of Palos Verdes Estates.

MBM is the exclusive concessionaire and provider at the below beautiful locations, although we do not directly oversee facilities:
• May, 2021+ exclusive caterer at The Beach House in Hermosa Beach • October, 2018+ exclusive pouring rights and Suites & Parties caterer for the South Bay Lakers
• November, 2023+ exclusive bar provider for Playa Studios Front page story detailing history, centennial celebrations and Community Holiday Event:

• $231,000 for renovations to the interior of the Library • $138,000 for kitchen upgrade & install of a beverage/prep kitchen • $12,000 for a liquor license
• $15,000 indoor and outdoor cafe tables and chairs, cart kiosk, Square terminal We also propose $33,500 in opening expenses, not included in capital expenditure. Some of these expenses are:
• Purchasing a Rug Doctor carpet cleaner
• Café and catering smallwares
• Computers, credit card terminal and software
• Training staff
• Web design and social media
• Uniforms
• Office supplies
12 13
Here are the proposed designs for specific Library spaces:

Grand Hall and Mezzanine
• Floor to Ceiling drapes in white cotton/canvas fabric with a colorful ribbon or velvet border for a pop of color. UV lined to prevent yellowing.
• Replace the existing orange films in the 12 ceiling Chandeliers to update the look. • Replace all existing sconces with beautiful coastal sconces throughout this area. • New interior paint on all walls in soft Ivory shade.
• New carpeting throughout with new baseboards to match wall paint shade. • Rework and add interesting detail to bookshelves with books, historical pictures of RB, LED candles, etc.
• Purchase set of beautiful, stackable new chairs for events.

Small Room Meeting Space
• Offer a smaller meeting space in the southwest side room that includes the upstairs stairwell on the main floor. • New carpeting throughout with new baseboards to match wall paint shade.
• Replace all existing sconces with beautiful coastal
sconces throughout this area.
• New interior paint on all walls in soft Ivory shade.

Men and Women’s Restrooms (1st Floor)
• Replace existing multi color tile on bathroom floors with a beautiful border design. • Replace existing fixtures with designer sinks/vanities, faucets and mirrors within cohesive design look.
• Replace existing lighting with designer flush-mount lighting. • Replace existing wall tile with subway tiles on bathroom walls up to 48”, designer wallpaper above.

16 17
Wetbar (1st Floor)
• New, functional hallway wetbar with cabinets, countertop and sink.

Stairs
• Interior stairs need some railing replacement and upgrade to meet current code for size and terminations. The cost would be borne by the City as these are code and structure issues. It makes sense to do the repairs when the carpet is replaced. Our contractor estimated the cost of some railing replacement and upgrade at $6,900.

General Manager & Facilities & Maintenance Supervisor Offices • We would like to outfit the room near the downstairs stairwell on the main floor as an office for the General Manager and the little room above the steps on the mezzanine floor for the Facilities & Maintenance Supervisor. These rooms are not useable for guests so it benefits all!
Made by Meg is also proposing a refresh of the basement kitchen and the installation of a beverage/prep kitchen on the main level. We understand the kitchen/s may need to go through plan check with the LA Dept of Public Health. Our proposed refresh and renovation is contingent on the plan check approval.

To make the vision come to life we have enlisted the interior design services of Danielle Albrecht Designs and licensed contractor (#947644) Ed Kelsey of Historic Buidling Services Inc. To make the kitchen serviceable for our use we are engaging Robert Ginsberg & Associates to providing design consulting services. We established a budget for the renovations, kitchen refresh design and equipment and beverage/prep kitchen design and equipment. The budget is intended as our maximum expenditure and it may not all be used as we do not know what equipment, floors, etc. are in good working order. This budget will be part of our capital expenditure.

MBM proposes this investment as our capital expenditure:
• $231,000 for renovations
• $138,000 for kitchen upgrade & install of a beverage/prep kitchen • $12,000 for a liquor license
• $15,000 indoor and outdoor cafe tables and chairs, cart kiosk, Square terminal We also propose $33,500 in opening expenses, not included in capital expenditure. 18 F.D

24 CAFÉ
Explain how you would provide a café or similar utilizing and supporting indoor and outdoor space, where feasible, according to the site plan, conditions and time of year.

Outline sample operating hours for the café, noting any seasonal or weekly schedule adjustments.

MBM proposes an exciting Cafe on the Pacific Ocean! Envision a fun and inviting cart kiosk on the west patio area where our guests can order and pick up delicious sandwiches, salads, coffee drinks, pastries, cold beverages and more! There’ll be many outdoor and indoor seating choices for every time of year! Guests can linger over a picnic in the park, find a cozy nook or table in the library mezzanine, take in views for miles on the patio tables and chairs….. We will be using the downstairs indoor kitchen for food prep and staging.

We will offer a sea-worthy menu of healthy smoothies, fresh muffins and pastries, piping hot coffee, hot tea, cold brew, delectable breakfast burritos & sandwiches, crispy salads, unique sandwiches, bottled drinks - iced tea, water, soda, beer, wine and more! Look for additional seasonal menu items and customer favorites!
As demand increases and the business matures we will increase the outdoor seating area to include a gorgeous multi-use deck under the fig tree on the southwest side of the Library.

Our expert historical building contractor, Ed Kelsey, estimated the cost of building the deck to be ~$300,000. We’d love to collaborate with the city on a plan to fast-track the deck as we believe a stunning deck will really draw guests to the Library! Along with menus, MBM will have QR codes for ordering and payment expediency and ease.

We propose Square as our payment system. We’ve had great success with Square and our customers love it at the South Bay Lakers games! As it’s currently in use, feel free to come to a game and check it out.

Cafe operating hours:

Wednesday – Sunday 9:00am – 1:00pm
We will also add hours to be open for special events, for instance: Earth Day, Farmers Markets, 4th of July, etc.

We can offer a customized menu to large (50+) groups
that are meeting onsite that are not ordering catering.

In addition to the Cafe we would host seasonal events
open to the community. MBM does this already at La
Venta and all events are a great success, the community loves them! See link below for press promoting and
covering community events at La Venta.

27 CULTURAL PARTNERS
Please provide information on any identified and/or secured visual, performing or cultural art organizations to support these types of offerings in the facility.

MBM plans to collaborate with the Friends of Redondo Beach Arts to schedule events, art, classes, lectures, etc. in the Historical Library. We are in contact with Susan Lapin, Vice President of FBRA.

We are also planning, upon lease signing, community and social media outreach to local businesses and groups for classes, clubs, meetings, etc. Some of the creative cultural partners could be…
• Scarecrow and Holiday wreath making instructed by a local gardening company like Peter’s
• Summer Botanical Mocktails and Cocktails class with herbs from the Thursday farmers market
• Lunchtime yoga stretch with rotating yoga studios like Harmony Yoga • Sunset Wine tastings with Adams Bottle Shop
• Arts & Crafts Holiday Boutique featuring FRBA artists • Sound Bath Afterglow with Pure Sound Bath
• Afternoon Tea with the RB Senior Center

OUTDOOR SPACE/OUTDOOR WEDDING CEREMONIES AND RECEPTIONS Explain your desired use of outdoor space adjacent to the facility including details of how this use would function with events and activities held in the facility.

MBM would work with event and activity clients and the City to make the best outdoor space decisions. We expect that there will be some wedding ceremonies located on the north side lawn as it has excellent photographic opportunities. Smaller ceremonies can be held on the west side with ‘grass’ ground covering the cement.

The Café would be located on west side patio area.

We are planning to build the deck on the southwest side. Once the deck is built most outdoor events and activities and the Café would move to the deck.

PARKING PLAN
Outline a detailed parking plan that does not rely on the use of reserved meter spaces.

We have several great solutions for parking! We expect vehicles to carry 2 passengers on average. So, we calculate the number of parking spots needed at 50% the expected guest/ visitor count.

1. Use of the First United Methodist Church parking lot. This lot holds 55 cars. We expect this to be sufficient for events with an expected visitor/guest count of up to about 110. MBM has an agreement with Ernie Valenzuela of First United Methodist Church. The lot is close enough that visitors/guests can walk to and from.

2. Valet service through AMPM Valet Parking using the First United Methodist Church lot.

This would be for up to 55 cars and visitor/guest count of about 110.

3. For events with an expected visitor/guest count of over 110 we would offer AMPM Valet Parking or Premiere Valet service and use another lot in addition to the First United Methodist Church parking lot. Premier Valet will locate and provide the additional lot.

Below are copies of agreements with AMPM Valet Parking, Inc. and Premiere Valet Services, Inc.

REVENUE
Our projected revenue totals were derived based on our
proposed calendar of City Shared usage which leaves 43
leasable weekends throughout the year. These numbers also include variable Thursdays and Fridays that may be booked reflecting different price points than weekend dates.

Utilizing a comparable ocean view event space with a
200-person capacity located 4.5 miles away, La Venta Inn, we were able to collect real data to measure profitability. This comparison allows us to project income using real numbers.

La Venta receives 200-300 event space rental inquiries every month. Each inquiry is given our team’s full attention and vetted to determine viability for the space. While properties of this size can accommodate back-to-back events, the
physical property itself must be considered and kept in optimal condition. Regular repairs, maintenance and rest must be accounted for when projecting booking calendar
space as well as community access and public use.

Provide a detailed revenue generation plan for large events and smaller (i.e. yoga classes, etc.) for the purpose of providing affordable uses of the facility.

Meetings = smaller RB group events
Special Events = community seasonal events
Weddings & Celebrations = large events

It has been inspiring putting this proposal together and conversing with the City. We believe our expertise and thoughtful approach will make Made by Meg a great steward for the Historic Library!
We are enthusiastic about the next steps!
