A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, AUTHORIZING A FISCAL YEAR 2023-2024
BUDGET MODIFICATION TO REALLOCATE $197,820 OF
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS
FROM THE CITYWIDE CURB RAMP IMPROVEMENTS PROJECT,
JOB NO. 40399 TO THE REDESIGN POND AND CLUBHOUSE, JOB
NO. 31010 AND THE CITY FACILITY ROOF REPLACEMENT, JOB NO. 20800 IN THE AMOUNT OF $85,500 AND $112,320 RESPECTIVELY, AND APPROPRIATE $52,180 OF CDBG FUNDS FROM THE
UNALLOCATED FUND BALANCE TO THE REDESIGN POND AND
CLUBHOUSE, JOB NO. 31010
WHEREAS, it is the intention of the City Council of the City of Redondo Beach (‘City Council”) to review the adopted budget from time to time; and WHEREAS, the City of Redondo Beach’s (“City”) adopted budget needs to be modified to reallocate and appropriate monies to fund necessary expenditures; and WHEREAS, on October 26, 2023 the City submitted a workplan to the U.S. Department of Housing and Urban Development regarding the City’s CDBG expenditure requirements; and WHEREAS, the City must expend $206,000 of its CDBG funds towards Public Improvements by April 15, 2024, to meet federal expenditure requirements; and WHEREAS, the roof replacement at Hopkins Wilderness Park Community Center is an element of the Redesign Pond and Clubhouse Project, Job No. 31010, and is a priority for the City Council; and
WHEREAS, the Redesign Pond and Clubhouse Project, Job No. 31010, also includes other repairs and improvements associated with the Wilderness Park Community Center, such as repairs to the kitchen and flooring, repainting, and restroom improvements; and WHEREAS, the roof replacement at Alta Vista Community Center is a part of the City Facility Roof Replacement Project, Job No. 20800; and
WHEREAS, these projects, including the roof replacements and associated repairs and improvements at the Hopkins Wilderness Park Community Center and the Alta Vista Community Center qualify as eligible Public Improvements under 24 CFR Section 570.201(c); and WHEREAS, there are sufficient CDBG Funds in both the CIP Project No. 40399 and in the CDBG unallocated fund balance to contribute to both projects; and WHEREAS, the City desires to appropriate these funds for the 2023-2024 fiscal year.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That the amounts allocated in the budget for Fiscal Year 2023-2024 and the amounts required to meet conditions which have arisen during the budget year, require a modification in the budget appropriations; and, upon recommendation of the City Manager, the budget appropriation as adopted for Fiscal Year 2023-2024 is modified as follows:
• Eighty five thousand dollars ($85,500) of CDBG Funds shall be reallocated from the Curb Ramp Improvement Project, Job. No. 40399 to the Redesign Pond and Clubhouse Project, Job No. 31010.
• One hundred twelve thousand three hundred twenty dollars ($112,320) of CDBG Funds shall be reallocated from the Curb Ramp Improvement Project, Job. No. 40399 to the City Facility Roof Replacement Project, Job No. 20800.
• Fifty two thousand one hundred eighty dollars ($52,180) of unallocated CDBG Program Funds shall be appropriated to the Redesign Pond and Clubhouse Project, Job No. 31010.
SECTION 2. Pursuant to Section 11(f) of the City Charter, the City Clerk is hereby directed and instructed to correct the budget records of said City for Fiscal Year 2023-2024 in accordance with the above modification.
SECTION 3. The City Clerk shall certify to the passage and adoption of this resolution and shall enter the same in the Book of Original Resolutions.
