A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDONDO
BEACH, CALIFORNIA, AUTHORIZING THE MAYOR TO ACT AS
AGENT WITH LEGAL AUTHORITY TO ENTER INTO A TRANSFER
AGREEMENT WITH THE COUNTY OF LOS ANGELES FLOOD
CONTROL DISTRICT, AND AUTHORIZING THE CITY MANAGER OR
HIS DESIGNEE TO CONDUCT ALL RELATED NEGOTIATIONS,
EXECUTE AND SUBMIT ALL DOCUMENTS, INCLUDING BUT NOT
LIMITED TO APPLICATIONS, AGREEMENTS, PAYMENT
REQUESTS, AND ANY OTHER GRANT-REQUIRED
CORRESPONDENCE WHICH MAY BE NECESSARY FOR THE
COMPLETION OF THE GLENN ANDERSON PARK REGIONAL
STORMWATER CAPTURE GREEN STREETS PROJECT TO BE
FUNDED UNDER THE FY 2023-24 STORMWATER INVESTMENT
PLANS FOR THE SAFE CLEAN WATER PROGRAM’S REGIONAL
PROGRAM
WHEREAS, on February 15, 2023, the Los Angeles County Flood Control District approved the South Santa Monica Bay Watershed Stormwater Investment Plan (“SIP”) for the Safe Clean Water Program’s Regional Program for Fiscal Year 2023-2024; and WHEREAS, the South Santa Monica Bay Watershed SIP includes a project from the City of Redondo Beach (“City”) entitled “The Glenn Anderson Park Regional Stormwater Capture Green Streets Project” (“Project”); and
WHEREAS, the Project’s goal is to capture and infiltrate stormwater flows, add infiltration elements to the storm drain system, and transform the system into a multi-benefit regional project, while maintaining its flood control capacity and function; and WHEREAS, the Safe Clean Water Program’s Regional Program awarded the City $782,000 for the Project to fund the environmental planning, permitting, research, design, community outreach, and project management for the Project; and WHEREAS, on February 6, 2024, the City Council of the City of Redondo Beach (“City Council”) approved the Transfer Agreement with the Los Angeles County Flood Control District in order to codify the grant; and
WHEREAS, to successfully obtain the grant funds, the City must also submit a resolution authorizing the Mayor to act as the City’s legal agent to effectuate the approved Transfer Agreement with the Los Angeles County Flood Control District, and authorizing the City Manager or designee to take any other necessary and related actions to complete the Project thereafter.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council authorizes the Mayor to act as legal agent on behalf of the City to effectuate the Transfer Agreement with the Los Angeles County Flood Control District, and RESOLUTION NO. CC-2403-013

authorizes the City Manager or designee to execute any non-substantive extensions, change orders, purchase orders, and amendments, or other necessary actions to complete the Project within the authorized budget amount of $782,000 thereafter.
SECTION 2. This Resolution shall take effect immediately upon its adoption by the City Council.
SECTION 3. The City Clerk shall certify to the passage and adoption of this resolution and shall enter the same in the Book of Original Resolutions.
