RESOLUTION NO. CC-2403-019
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
REDONDO BEACH, CALIFORNIA, AWARDING A CONTRACT
TO TORO ENTERPRISES, INC., A CALIFORNIA
CORPORATION, IN THE AMOUNT OF $2,352,631 FOR THE
BICYCLE TRANSPORTATION PLAN IMPLEMENTATION
PHASE 1 PROJECT, JOB NO. 40510
WHEREAS, roadways throughout the City require bicycle facility improvements as part of the South Bay Bicycle Master Plan Implementation Update; and WHEREAS, on January 19, 2021, the City Council of the City of Redondo Beach approved the Plans and Specifications for the Bicycle Transportation Plan Implementation Phase 1 Project, Job No. 40510 (the “Project”), and authorized the City Clerk to advertise for competitive bids, pending Caltrans Authorization to Proceed (Caltrans E-76); and WHEREAS, on August 31, 2023, the City received Caltrans E-76 approval to begin advertising the Project; and
WHEREAS, on December 14, 2023, bids for this Project were received and publicly opened in the City Clerk’s office; and
WHEREAS, on January 23, 2024, the City Council of the City of Redondo Beach rejected all bids for the Project, and directed staff to revise the scope and re-bid the Project; and WHEREAS, on February 29, 2024, bids for the Project were received and publicly opened in the City Clerk’s office; and
WHEREAS, Toro Enterprises, Inc., a California corporation (Toro Enterprises), is the lowest responsible bidder for this Project, as more particularly described in the plans and specification thereof, and incorporated herein by reference, and is awarded the contract for the Project in the amount of $2,352,631; and
WHEREAS, Toro Enterprises shall provide all applicable insurance and bonds to the City for approval prior to the execution of the contract; and WHEREAS, sufficient Measure R, Gas Tax, and Storm Drain Funds have been appropriated for this project in Fiscal Year 2023-2024, and sufficient funding is available from Metro Call for Projects (Federal Congestion Mitigation Air Quality) Funds, and Proposition C Local Funds.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Redondo Beach, California, awards the contract for the Bicycle Transportation Plan Implementation Phase 1 Project, Job No. 40510 to Toro Enterprises, in the amount of $2,352,631 on the condition that all applicable insurances and bonds shall be provided to the City for approval prior to the Mayor executing the contract on behalf of the City.

SECTION 2. The City Clerk shall certify to the passage and adoption of this resolution and shall enter the same in the Book of Original Resolutions.
