PAGE NO. #1
ORDINANCE NO. 3269-24

AN ORDINANCE OF THE CITY OF REDONDO BEACH,
CALIFORNIA, AMENDING CHATPER 24, ARTICLE 5, SECTION
4-24.507 OF THE REDONDO BEACH MUNICIPAL CODE,

MODIFYING THE CITY-WIDE BAN ON LEAF BLOWERS TO

ALLOW THE USE OF ELECTRIC LEAF BLOWERS DURING

CONSTRUCTION HOURS
WHEREAS, on July 10, 2018, the City Council of the City of Redondo Beach (“City Council”) adopted Ordinance No. 3180-18, which prohibited use of all motorized leaf blowers at any time within the City of Redondo Beach (“City”), including gas-powered and electric leaf blowers; and
WHEREAS, Ordinance No. 3180-18 did not provide an exception for the use of any type of leaf blowers by any resident, business, or by the City’s Public Works Department; and WHEREAS, California Health and Safety Code section 43018.11 prohibits engine exhaust and evaporative emissions from small off-road engines, including gas-powered leaf blowers, produced on or after January 1, 2024, resulting in greater commercial availability of electric leaf blowers; and
WHEREAS, during its regular meeting on February 20, 2024, the City Council discussed an amendment to Chapter 24, Article 5, Section 4-24.507 of the Redondo Beach Municipal Code (“Municipal Code”) to permit an exception to the prohibition on all leaf blowers, and allow the use of electric leaf blowers within the City during specified timeframes; and WHEREAS, the use of electric leaf blowers increases efficiency, convenience, and cost savings for residents, businesses, and City maintenance personnel because it is far less laborintensive than collecting landscape debris manually; and WHEREAS, electric leaf blowers that are less impacting on the environment than gaspowered devices are available; and WHEREAS, a majority of the City Council voted to direct staff to draft an Amendment to the Ordinance banning the use of all leaf blowers to make an exception for electric leaf blowers used during normal construction hours.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, DOES ORDAIN AS FOLLOWS:
