To: MAYOR AND CITY COUNCIL
From: TED SEMAAN, PUBLIC WORKS DIRECTOR
TITLE
APPROVE THE PURCHASE OF ONE 2024 F-750 FLATBED TRUCK (CNG) FROM NATIONAL

AUTO FLEET GROUP FOR USE BY THE PUBLIC WORKS DEPARTMENT BUILDING MAINTENANCE DIVISION FOR A TOTAL COST OF $184,415.75

EXECUTIVE SUMMARY
Staff is seeking authorization from the City Council to purchase one replacement vehicle for the Public Works Department, Building Maintenance Division (Unit #322). The existing vehicle used by the Division is at the end of its normal replacement cycle and was approved for funding in FY 2023-

24. Competitive pricing for the vehicles has been secured through the City’s regular purchasing procedures.

BACKGROUND
In June 2023, the City Council Approved Decision Package # 39 - Annual Vehicle Replacement Purchases. The Decision Package allocated $2,637,870 for the replacement of 19 City vehicles and equipment in the FY 2023-24 budget, including funding for Public Works Unit #322, which is being recommended for purchase at this time.

The F-750 CNG flatbed truck is recommended for purchase to deploy in the Building Maintenance Division. The new vehicle will replace an existing vehicle that is at the end of its replacement cycle and is critical to maintenance operations.

The vehicle will be ordered and is anticipated to be delivered to the City in the next 12 to 18 months.

This is an extended timeline caused by shortages and delays experienced in the vehicle market, specifically in the upfitting of vehicles with CNG power for specialized use.

The vehicles and equipment approved for replacement as part of the FY 2023-24 budget and the status of their acquisition are included in the table below:

The vehicle recommended for purchase was selected through the City’s regular purchasing procedures. The procedures contain a number of competitive purchasing options including the use of a Piggyback Bid, which utilizes another public entity's recent Request for Proposal or Bid to procedure competitive pricing for goods and services, or through the Sourcewell Cooperative Purchasing Program. Cooperative purchasing programs allow local governments to gain immediate access to legitimately solicited contracts and guaranteed pricing/delivery options without expending staff resources on the preparation of its own request for bids. Pricing is often attractive because of the purchasing power of these cooperatives.

If approved, the recommended vehicle would be acquired via Sourcewell Master Vehicle Contract #091521-NAFG.

COORDINATION
The Public Works Department coordinated this report with the Financial Services Department.

FISCAL IMPACT
Funding for the purchase of the vehicle, at a total cost of $184,415.75, is available in the Vehicle Replacement Fund and was approved as part of the FY 2023-24 Budget, via Decision Package #39 - Annual Vehicle Replacement Purchases.

Mike Witzansky, City Manager
