It is unclear if electric leaf blowers are "better" than gas powered. I don't see enough evidence to make a determination and instead, I'd recommend aggressive enforcement of all leaf blowers while staff work is completed.

No GHG Calculations in Evidence
Electric may generate fewer GHGs, although for battery powered units, that is a supposition not yet in evidence.

Battery chargers are relatively inefficient and generate heat. Batteries lose charge. And the time of day of charging could range from very low GHG on the margin to full natural gas on the margin or possibly out of state imports that include coal.

No Comprehensive Noise Testing
I own gas powered, corded electric and battery tools, including leaf blowers, string trimmers, mulching vacuums, chainsaws, etc. I cannot with any certainty state that the full spectrum of noise testing has been completed to determine if electric is more or less noisy or health damaging to hearing than gas powered.

No Toxic Air Emissions Such as PMx Calculations in the Record Most particulate matter comes from the blowing, not the combustion. For example, a gas powered car and an equivalent EV both generate the same amount of PMx in the form of dust particles when driving down a gravel road.

Good evening. I'm Brandee Keith with the South Coast AQMD. I'd like to share the following updates from our agency, which may interest the City Council, city staff, and residents of Redondo Beach:

The Clean Air Awards are this Friday!
For over three decades, South Coast AQMD has honored those across the region who have helped to improve the air we breathe. We invite you to celebrate with us this Friday in recognizing our local clean-air heroes.

Registration for virtual event is required by Thursday, April 4, 2024 at https://bit.ly/3wHdU2Y. For more information, please call 909-396-2432 or by email at [email protected].

Smog Season Begins in May
May marks the start of ozone season in Greater Los Angeles. During this time of year, hot, stagnant days with strong sunlight can increase the formation of ground-level ozone, known as smog, creating unhealthy air quality throughout Southern California. During this time, it is common for air quality to reach unhealthy levels in the afternoon hours. There are several ways to check the real-time air quality in your local area. Download South Coast AQMD’s free mobile app to view local air quality, receive notifications when air quality is poor in your neighborhood and view hourly air quality forecasts. The app is available in English and Spanish on Apple and Android devices: www.aqmd.gov/mobileapp.

Virtual Earth Day, April 19th
South Coast AQMD is excited to host a Virtual Earth Day on Friday, April 19th, with programming specially designed for elementary and high school students. The event will kick off at 10 a.m. for high school students, and 12 p.m. for younger students. Registration is required. For more information, visit https://www.aqmd.gov/home/programs/education.

I strongly oppose. I believe the base in El Segundo would be a better location to host our Police Department shooting range, as well as to accommodate the shooting range needs of other military agencies. We need any and all available open space left for the community and/or good businesses that generate revenue for our cities.

Also, the liability is too high. Exceptional training can be done at the base by exceptional instructors.

Dear City Council,
I oppose the Capital Improvement of the shooting range. This money can be better spent elsewhere in the city when a short drive by the police would allow them to use other ranges, one being in El Segundo if I am not mistaken.

Additionally, one has to ask why is the military interested in partially funding this project. I’m surprised this was not discussed when the topic came up during the budget discussion.

Best,
