SCOPE OF WORK
PROJECT TITLE: Kingsdale Avenue at Artesia Boulevard Intersection Improvement Project
PROJECT LOCATION:

The project is located in the City of Redondo Beach, County of Los Angeles.

PROJECT LIMITS:

The project limits are on Kingsdale Avenue between Artesia Boulevard and Grant Avenue (approximately 650 feet long).

NEXUS TO HIGHWAY OPERATION DEFINITION / PROJECT PURPOSE:

This is an intersection widening project which will make improvements on Kingsdale Avenue between Artesia Boulevard and Grant Avenue. This street widening and intersection improvements project is combined with the City of Redondo Beach’s Transit Center Project. The project will reduce congestion, improve traffic flow, intersection capacity, transit mobility and pedestrian safety. This is an eligible Highway Operation Improvement Project.

PROJECT BACKGROUND:

Artesia Boulevard is a major four-lane east/west arterial and Kingsdale Avenue functions as a north-south collector road providing two to three lanes between Artesia Boulevard and 182nd street. The intersection of Kingsdale Avenue and Artesia Boulevard acts as a major gateway to the San Diego I-405 Freeway and State Highway 107. The project is also in close proximity to the City of Redondo Beach’s future Transit Center Project and the South Bay Galleria.

The Kingsdale Avenue Widening project improvements would accommodate the increased traffic brought forth by the new Transit Center and residential, office, hotel and retail for the new South Bay Galleria. The City of Redondo Beach has fully designed the street widening project of Kingsdale Avenue between Artesia Boulevard and Grant Avenue. This project will be advertised in a competitive bid process for construction management and construction.

SCOPE:

This project will construct the already prepared plans and specifications for the Kingsdale Avenue Street Widening Project between Artesia Boulevard and Grant Avenue. Currently at the intersection of Kingsdale Avenue there are three lanes that that connect to eastbound and westbound Artesia Boulevard; one dedicated northbound left turn lane, one dedicated right turn lane and one shared left and right turn lane.

The existing Redondo Beach Transit Center will be relocated further south on Kingsdale Avenue. The relocation of the existing Transit Center allows for the intersection of Kingsdale Avenue and Artesia Boulevard to be widened. The project will widen FTIP#: LA0D29

northbound Kingsdale Avenue to eastbound Artesia Boulevard for the construction of an additional right turn lane. The roadway will also be restriped at the intersection resulting in two dedicated left turn lanes and two dedicated right turn lanes.

The proposed improvements will all be done within the existing public right of way and will relocate and install new traffic signal poles & street lighting at the intersection. The project will need to reconstruct the adjacent concrete sidewalks, driveways, curbs, gutters and ADA ramps immediately impacted by the improvements. In addition, the project will include some landscaping, traffic striping, and all other work necessary to complete the identified improvements. The proposed improvements will improve safety, access, and the efficient operation by eliminating existing deficiencies at the intersections.

PROJECT COST:

Component Amount
Construction Support $ 195,000
Construction $ 1,797,000
Total Project Cost $ 1,992,000
CONSTRUCTION:

Grantee expects to provide construction oversight, procure a consultant for construction management, and award a contract for construction and to perform the following tasks:

A. Conduct a “Ground Breaking” ceremony for the project.

B. Contract with a separate engineering firm to provide Construction Management for the Project. This will be accomplished through an RFP.

C. Contract with a Contractor for construction.

D. Conduct a “Ribbon Cutting” ceremony at the completion of the Project.

The Design Consultant shall meet as needed with the Grantee to accomplish Project tasks as outlined. Meetings expected between the Consultant and Grantee shall include, but not be limited to, PreConstruction Meeting, progress meetings and preparation of responses to RFIs.
