TITLE
APPROVE THE SECOND AMENDMENT TO THE AGREEMENT FOR PROJECT SERVICES BETWEEN THE CITY OF REDONDO BEACH AND SANCON TECHNOLOGIES, INC. TO PROVIDE
ON-CALL MAINTENANCE AND REPAIR SERVICES TO THE CITY'S STORM DRAIN AND
WASTEWATER CONVEYANCE SYSTEMS TO ADDRESS ISSUES WITH AGING PIPES, INCLUDING SINK HOLES, TO INCREASE THE CONTRACT BY $700,000 (PAID FOR BY MEASURE W FUNDS) FOR A TOTAL CONTRACT AMOUNT NOT TO EXCEED $3,570,000 AND TO EXTEND THE TERM TO MAY 7, 2026
EXECUTIVE SUMMARY
Approval of this Second Amendment (Amendment) to the Sancon Agreement (Agreement) will enable the City to continue preventative maintenance and life-extending rehabilitation activities to the City’s existing storm drains, sanitary sewer mains, and manhole structures through trenchless technology called Cured-In-Place Pipe (CIPP). This technology involves installing a protective liner within existing pipes to address integrity issues and prolong their serviceability. The process accesses the pipes through existing manholes, eliminating the need for trenching, thus reducing costs and community disruptions. While many sections of piping networks and manhole structures have already undergone this treatment, a significant inventory of City pipes still require attention.
The majority of existing Corrugated Metal Pipe (CMP) storm drains in the City were constructed between 1950 and 1970 and have exceeded their expected service lifespan, which is typically 20 to 30 years. Older CMP segments are subject to severe corrosion, and inspections confirm that the bottom of many segments are rusted through. Once corrosion compromises the pipe's structural integrity, sinkholes can result, an issue that has been seen in multiple locations throughout the City.
Staff has estimated that the immediately foreseeable work will not exceed $700,000 over the proposed term. Staff recommends awarding this Amendment in that amount, bringing the total contract amount to $3,570,000. It is also recommended that the contract term be extended from January 17, 2025 to May 6, 2026, to accommodate the additional work. This estimate includes CMP rehabilitation and lining. It should be noted that the Safe Clean Water Fund (Measure W) will provide $700,000 in funding for the additional work over a two-year period.
BACKGROUND
The City's aging storm drain and wastewater conveyance systems require preventative maintenance, and some significant rehabilitation, of high priority repair locations that should be conducted as soon as possible to avoid significant failures. The risks related to failures include sanitary sewer overflows,

as possible to avoid significant failures. The risks related to failures include sanitary sewer overflows, sink holes, and other public health and safety issues. Many of these rehabilitation locations include the repair of storm drain CMP that are typically aged beyond their estimated service life. Historically, CMP was used as an inexpensive means for providing stormwater drainage, however, these pipes are highly susceptible to corrosion and ultimately complete failure over time, often resulting in soil collapse, flooding, and sinkholes under the pavement. Staff regularly inspects these CMP pipes and has developed a lining program as a means to repair and extend the life of these pipes by 20 to 30 years. Staff prioritizes these pipes based on funding availability and signs of aging or other deficiencies.
If a storm drain collapses it could cause flooding and potentially put the public health and safety of affected residents and businesses at risk. Furthermore, underground erosion, if not immediately attended to, could exacerbate and develop into a serious National Pollution Discharge Elimination System (NPDES) violation.
Under the current on-call contract with Sancon, $200,000 per year is allocated to the storm drain rehabilitation program, which has been successfully implemented to line the CMP pipes based on priority and funding availability. Between 2019 and 2022, Sancon successfully lined over 9,200 linear feet (LF) of high-priority sewer pipes, including residential easement areas and 1,900 LF of deteriorated storm drain CMP pipes. From 2023 to 2024, 1,114 LF of CMP pipes have been lined due to sinkhole-related issues and general preventive measures. An additional 2,150 LF of the pipe has been camera inspected and identified for lining, pending funding approval.
The City has encountered numerous sinkholes in recent years, particularly during the recent wet winter storms, affecting various locations such as the Beach City Health District Bike Path, Vanderbilt Ln, Carnegie Ln, Margaret Ct easement, Susana Ave easement, Alta Vista baseball field, and Hawthorne Boulevard median. Emergency repairs for these sinkholes were provided under the current Sancon contract, with ongoing lining efforts contingent upon funding priority. Additionally, the City has identified additional locations where immediate repairs and lining are required to safeguard the infrastructure due to the condition of the existing CMP.
