TITLE
APPROVE THE PURCHASE OF AN EMERGENCY GENERATOR FOR FIRE STATION ONE FROM QUINN POWER SYSTEMS FOR A TOTAL COST OF $90,563.35
EXECUTIVE SUMMARY
Staff is seeking authorization from the City Council to purchase one emergency generator for Fire Station 1 to replace existing equipment that is past its normal replacement cycle. Competitive pricing for the generator has been secured through the City’s regular purchasing procedures.
BACKGROUND
In June 2023, the City Council Approved Decision Package # 38 - Carryover Vehicle Replacement Purchases from FY 2022-23. This action set aside $922,241 for the replacement of 13 City vehicles and equipment that were originally scheduled for replacement in FY 2022-23 but were not available for purchase during that time period due to supply chain issues. The Decision Package includes funding for the proposed replacement of the emergency generator at Fire Station 1. The cost of the generator is $82,706.26 plus tax, for a total cost of $90,563.35.
The proposed emergency generator (Caterpillar Model D100-8S) and transfer switch (ASCO) will replace the existing unit located at Fire Station 1. The unit is used to power the Fire Station when electricity is interrupted. Staff have applied for all appropriate permits to construct and operate the unit, and the South Coast Air Quality Management District (SCAQMD) has approved the permit application.
The generator recommended for purchase has been selected through the City’s regular purchasing procedures. The procedures contain a number of competitive purchasing options including the use of a Piggyback Bid, which utilizes another public entity's recent Request for Proposal or Bid, or the Sourcewell Cooperative Purchasing Program. Cooperative purchasing programs provide valuable benefits to state and local governments. By attaching to national or regional cooperatives, the City has immediate access to legitimately solicited competitive contracts, guaranteed pricing and delivery options without expending staff resources on the preparation of its own request for bids. Pricing available through cooperative agreements is often more attractive due to the enhanced purchasing power of the cooperatives.
If approved, the recommended generator would be acquired via Sourcewell Caterpillar Contract # 092222-CAT. Following issuance of the purchase order, delivery of the unit would be expected in the next eight months. The extended timeline is a result of continued shortages and delays in the
