EXECUTIVE SUMMARY
The City of Redondo Beach has received $6.849 million from the Los Angeles County Metropolitan Transportation Authority (Metro) of Measure R Highway Program funds for three regional street improvement projects endorsed by the Infrastructure Working Group of the South Bay Cities Council of Governments (SBCCOG). The projects include - PCH Arterial Improvements from Anita Street to Palos Verdes Boulevard; Aviation Boulevard at Artesia Boulevard Intersection Improvements; and, Kingsdale Avenue at Artesia Boulevard Intersection Improvements. The scope of funding for the projects includes design, right-of-way (ROW) acquisition, and construction.

Each project’s funding agreement had an initial term of five years, after which extensions are granted on a year-to-year basis to allow for closer tracking of project progress by Metro and the SBCCOG.

The three projects are in various stages of development including the design phase, right-of-way acquisition phase, and the construction closeout phase. The proposed amendments will provide an additional $2,550,000 in funding for these projects and will extend the lapsing dates of previously approved funds to June 30, 2025.

BACKGROUND
Measure R is a one-half cent sales tax approved by Los Angeles County voters in November 2008 to meet the transportation needs of Los Angeles County. The City of Redondo Beach received $15.748 million from Metro in Measure R Highway Program funds for seven regional street improvement projects endorsed by the Infrastructure Working Group of the SBCCOG. The projects and their Metro funding commitment include:

PCH Arterial Improvements from Anita to PV Blvd $ 2,400,000 Anita St, PCH to Maria Westbound Channelization $ 2,400.000 Kingsdale Ave at Artesia Intersection Improvements $ 1,992,000 PCH/Torrance Right Turn Lane Improvements $ 935,000
PV Blvd/PCH Right Turn Lane Improvements $ 389,000
Aviation/Artesia Right Turn Lane Improvements $ 2,457,000 Inglewood/MBB Right Turn Lane Improvements $ 5,175,000
Total: $15,748,000
Phase I of the PCH Arterial Improvements from Anita to PV Blvd Project, which includes a corridorwide study, has been completed. Design of Phase II of the project, a dedicated right turn addition to the southbound PCH at Torrance Blvd, has also been completed. The project is awaiting right of way acquisition and certification to proceed.

The Aviation Blvd at Artesia Blvd Right Turn Lane Project is in its final design and right-of-way acquisition through eminent domain phase.

The Kingsdale Ave at Artesia Blvd Intersection Improvements Project was recently completed and the final close out is underway.

While the projects are in motion, they do require additional time and funding to complete. These amendments will provide additional funding of $2,550,000 from Metro and extend the lapsing dates to June 20, 2025.

Over the years, the original funding agreements have lapsed and had to be extended by amendments, with some requiring multiple amendments due to the extended timeline required to implement the project. It is likely that additional extensions may be required for some of these projects, due especially to delays in the ROW acquisition phase and/or construction phase due to long utility relocation and/or material procurement activities.

COORDINATION
The three amendments for additional funds and lapsing date extension have been coordinated with the SBCCOG and Metro. The City Attorney’s Office approved the amendments as to form.

FISCAL IMPACT
The total allocation of the South Bay Measure R Highway Program funds to the City of Redondo Beach for these three projects is $6,849,000. The funding does not require a local match, but funds are paid to the City on a cost-reimbursement basis. Neither the original agreements, nor the proposed amendments, have any impact on the City’s General Fund.
