TITLE

APPROVE AN AGREEMENT WITH THE LOS ANGELES COUNTY DEPARTMENT OF ANIMAL

CARE AND CONTROL FOR AS-NEEDED, AFTER-HOURS, ANIMAL CONTROL SERVICES FOR THE TERM JULY 1, 2024 THROUGH JUNE 30, 2029 ON A COST PER SERVICE BASIS ADOPT BY TITLE ONLY RESOLUTION NO. CC-2405-035, A RESOLUTION OF THE CITY

COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, APPROVING THE RENEWAL OF

THE MUNICIPAL ANIMAL CARE AND CONTROL SERVICES AGREEMENT BETWEEN THE CITY AND LOS ANGELES COUNTY FOR THE TERM JULY 1, 2024 THROUGH JUNE 30, 2029

EXECUTIVE SUMMARY
The City’s current five-year agreement with Los Angeles County Department of Animal Care and Control (DACC) is set to expire on June 30, 2024. The proposed Agreement continues the previous after-hours services provided by DACC, with updated service costs.

BACKGROUND
The City of Redondo Beach has contracted with DACC for over 25 years. This Agreement allows for DACC to collect stray and relinquished animals and transfer them to their care centers during the hours of 4:00 PM to 7:00 AM, when City of Redondo Beach Animal Control Officers are not on duty and are unable to respond. The Agreement ensures a continuous coverage option for Redondo Beach residents on an as needed basis.

The proposed Agreement has an updated rate structure, with hourly rates increasing from $107.58 to $227.57 for DACC responses. The animal impound rate will also change. The current daily rate of $49.03 will increase to a flat rate of $515.34 for up to seven days, and an additional $73.62 per day thereafter.

This Agreement will not affect the City’s current animal sheltering contract with the Society for the Prevention of Cruelty to Animals, Los Angeles (SPCALA). DACC will only be utilized, as needed, during the hours which the City’s animal control officers are not on duty. Although the cost per service will significantly increase, the City’s rate of usage for DACC services is minimal. In the past two years, the City has paid less than $5,000 to DACC for after-hours services.

COORDINATION
The Agreement has been reviewed as to form by the City Attorney’s Office.
