COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, AMENDING THE OFFICIAL BOOK
OF CLASS SPECIFICATIONS FOR THE POSITION OF PUBLIC SAFETY COMMUNICATIONS
MANAGER
EXECUTIVE SUMMARY
The City maintains an Official Book of Class Specifications for positions in the service of the City of Redondo Beach. Positions are periodically reviewed and/or updated to validate current job duties, responsibilities, and qualifications. The Police Department requests that the City Council update the job specifications for the Communications Supervisor and Public Safety Communications Manager positions to reflect the requirement of Emergency Medical Dispatch (EMD) certification within the first 12 months of appointment.
BACKGROUND
On March 5, 2024, the City Council ratified the Professional and Supervisory Association (PSA) Memorandum of Understanding (MOU) for the term of January 1, 2024 through December 31, 2026.
The PSA MOU governs the Communications Supervisor and Public Safety Communications Manager classifications. The MOU included commitments for the two classifications to be trained and certified in EMD.
Accordingly, the City has implemented an agreement with PowerPhone to provide certification, training, and live call instruction for the EMD services performed by the City’s Communications Supervisors and Public Safety Communications Managers. The job specifications for the positions now need to be updated to reflect the requirement to obtain an EMD certification within the first 12 months of classification appointment.
The proposed action is recommended pursuant to Section 2-3.502 of Article 5 and Section 2-3.603 of Article 6, Chapter 3, Title 2 of the Redondo Beach Municipal Code, which authorizes the Mayor and City Council to set forth, from time to time, the class titles and specifications for job classifications.
