EXECUTIVE SUMMARY
This item provides City Council an opportunity to discuss the production and dissemination of an updated comment letter regarding the Right-of-Way (ROW) and/or Hybrid Right-of-Way (Hybrid ROW) Options for the proposed Metro C Line Extension to Torrance Project. It also provides Council an opportunity to discuss the details regarding the procurement of a charter bus to transport Redondo Beach residents to the May 23, 2024 Los Angeles County Metropolitan Transportation Authority (Metro) Board of Directors meeting.

BACKGROUND
On October 3, 2023, the City Council voted 4-0 (Council Member Behrendt in abstention) to authorize staff to disseminate a letter stating the City’s Locally Preferred Alternative (LPA) for the proposed C Line Extension to Torrance Project to Metro Staff, and elected officials from South Bay Cities Council of Governments (SBCCOG) cities.

At this time, it was requested that a follow-up letter be drafted to address the Right-of-Way and/or Hybrid Right-of-Way (Hybrid ROW) Options for the proposed Metro C Line Extension to Torrance Project.

Staff has also been working to charter a bus to take residents to the Los Angeles Metro Board of Directors meeting on May 23, 2024. Given the projected travel and meeting time, a full-day charter is required. Staff has received quotes from Gold Coast Tours. The total cost of the bus will be approximately $2,500, inclusive of tax, fuel surcharge, and all applicable fees. Tentatively the bus is scheduled to pick up residents at multiple spots including along Ruxton Lane, Condon Ave, Firmona Ave, Grant Ave, and the Redondo Beach Transit Center, assuming safe pick-up locations can be
