Hello,
I am one of the founders of The Artist Tree, a retail cannabis company with locations throughout CA. I am writing to oppose the recommendation by TWA to require a location as part of the cannabis retail license application process (Administrative Report Item #7).

The Artist Tree has participated in many license application processes, and we have seen firsthand that requiring a location in the first phase of permitting is unnecessarily costly and burdensome on applicants and often results in the best applicants not being selected as "winners" because applicants are selected primarily for their locations rather than based on their experience, business model and qualifications. Excluding locations from the application process is especially crucial in Redondo Beach, because the city is licensing only 2 retail locations, so that the winning applicants have access to the best possible retail cannabis locations and are not competing against losing applicants for highly sought after locations.

We have also seen that requiring a location during the application process does not expedite the permitting process or result in stores opening sooner than if no location was required. For example, in the city of West Hollywood, no location was required, and The Artist Tree was able to open its retail store less than 1 year from the time that the city selected the winning applicants. Similarly, in Hawthorne, no location was required and The Artist Tree, along with several other applicants, are scheduled to open within 18 months of the city selecting its winners. In contrast, in the cities of Oxnard and Fresno and in Riverside and Contra Costa County, locations were required to apply, yet most applicants (other than The Artist Tree) took 2-3 years to open or never opened at all.

We strongly urge the City to leave the ordinance as currently written and not include a location requirement as part of the application process. This will allow the City to select the best possible applicants to operate cannabis retail businesses in Redondo Beach, while still giving the City the opportunity to review, approve or reject proposed locations later in the permitting process.
