To: MAYOR AND CITY COUNCIL
From: ANDREW WINJE, PUBLIC WORKS DIRECTOR
TITLE
APPROVE AMENDMENT NO. 1 TO THE COOPERATIVE AGREEMENT # D1104 WITH LOS

ANGELES METROPOLITAN TRANSPORTATION AUTHORITY (METRO), CITY OF LAWNDALE,

AND COUNTY OF LOS ANGELES FOR THE REDONDO BEACH BOULEVARD ACTIVE

TRANSPORTATION PROJECT AUTHORIZING AN INCREASE IN THE SHARE OF GRANT

FUNDING TO BE USED FOR THE PRELIMINARY DESIGN PHASE

EXECUTIVE SUMMARY
On January 28, 2021, the Metro Board of Directors approved $6,600,000 in Measure M Metro Active Transport (MAT) Funds over five years for the design and construction of the Redondo Beach Boulevard Active Transportation Project, Metro Project #D1104 (Project). Since then, City staff have been working with Metro staff, Metro’s consultant, and other agency personnel to advance the project through the planning, public outreach, and conceptual design stages. The purpose of the project is to improve pedestrian and bicycle amenities between El Camino College and Dominquez Park in Redondo Beach.

BACKGROUND
The Project proposes improved and new bicycle and pedestrian facilities along Redondo Beach Boulevard, South Bay Social District, Grant Avenue, Ripley Avenue, Lilienthal Lane, and 190th Street.

The Project will connect and improve pedestrian and bicycle facilities from the Dominguez Channel Greenway at El Camino Community College to the east to Dominguez Park in Redondo Beach to the west. Project Co-Sponsors include the Cities of Redondo Beach and Lawndale, along with the Los Angeles County Department of Public Works.

The Metro Board action included $351,900 in funding for preliminary design, including early planning, environmental/planning, and the development of construction plans, specifications and estimates (PS&E) (up to a 15%-level design). Metro agreed to lead the implementation of the first phase of the Project. The City and other agencies signed a Cooperative Agreement allowing Metro to use these funds on behalf of the Project. The Cooperative Agreement addresses the roles and responsibilities of the Co-Sponsors, and was approved by the Redondo Beach City Council in October 2021. The City has no financial obligations for this phase.

At this time, Metro is seeking to increase the programmed funding amount identified in the Cooperative Agreement for the preliminary design phase from $351,900 to $410,900 based on Metro’s actual contract with the consultant for this work. Redondo Beach, Lawndale and County staff

Metro’s actual contract with the consultant for this work. Redondo Beach, Lawndale and County staff have no obligation to the proposed adjustment.

COORDINATION
Amendment 1 to the Cooperative Agreement has been coordinated with the City of Lawndale, the Los Angeles County Department of Public Works, and Metro. The City Attorney’s Office approved the amendment as to form.

FISCAL IMPACT
The Project and preliminary design work is funded entirely by the $6.6M Metro grant. The increase in design costs will have a minimal impact on the availability of construction funds.
