Report
H.14., File # 24-0872 Meeting Date: 5/21/2024
To: MAYOR AND CITY COUNCIL
From: MIKE COOK, INFORMATION TECHNOLOGY DIRECTOR
TITLE
APPROVE A SERVICE POLICY AND AGREEMENT WITH GLOBAFONE INC. FOR SATELLITE

PHONES AND SERVICE, AND AN INITIAL PURCHASE OF SATELLITE TELEPHONE DEVICES AND SERVICE NOT TO EXCEED $21,386 FOR YEAR 1, WITH AN ONGOING ANNUAL SERVICE COST OF $8,832 FOR ALL SUBSEQUENT YEARS

EXECUTIVE SUMMARY
Globafone provides wireless satellite telephones along with voice and text services to support various public safety and administrative functions in emergency situations. Globafone is a reseller of satellite communications equipment and service that leverages the Iridium satellite network, one of the largest and most robust satellite phone infrastructures available. This Agreement will enable the City to purchase devices that can operate in the absence of cellular networks, land-line telephone service, the internet, radio, and other standard communication services should a significant disaster occur.

BACKGROUND
The Information Technology and Police Departments provide a variety of real-time communications technologies including radios, telephones, internet-based calling, messaging, cellular telephones, and more. While these systems are designed with redundancy in mind, all rely on land-based infrastructure and cabling, which makes them susceptible to manmade or natural disasters such as earthquakes.

The City must maintain communications in these critical situations and satellite-based communications tools provide a way to maintain public safety, the Emergency Operations Center (EOC), and administrative functions during an emergency or natural disaster.

Three quotes were received, with AST, Cellhire, and Globafone all submitting pricing to the City.

Globafone’s pricing reflects their standard government discount rate and provides the best 3-year total cost of ownership pricing available from the 3 responses received. The cost for the initial, onetime equipment purchase is $12,554. Service fees are charged monthly, and total $8,832 per year.

This results in a Year 1 total cost of $21,386, with $8,832 due for service costs each subsequent year.

COORDINATION
The Information Technology and Fire Departments coordinated directly with Globafone to develop the Agreement. The Agreement has been approved as to form by the City Attorney’s Office.
