Good evening
My name is Holly Osborne, the engineer from Redondo Beach. I want to educate you on what Metro has termed the "Hybrid ROW" because it is not described very thoroughly in the DEIR; in fact the term is not used at all in the DEIR, which is why you cannot find it.

This Metro choice should more accurately be described as "Modified Trench" because that is what it is.

The "Trench" option went UNDER Manhattan Beach Boulevard, and was trenched throughout Lawndale finally coming to the surface just before Artesia Boulevard The "Modified Trench" goes OVER Manhattan Beach Boulevard, but then goes down directly, and follows the trench route.

Here is the problem: The trench option itself was quickly discarded because of the extreme difficulty of going under MB. It is my conjecture, that Metro, knowing the trench would never be picked, did not fully plan it out, Diagrams were missing from the DEIR for the trench at 170th; they mis-measured the width of the ROW (assuming they had 81 ft, instead of 75), etc.

So, when Metro finally decided on the "Hybrid" approach they had not done anything like 15% of the ground work which is why they will almost be back to square one in the DEIR. (15% design complete is what the DEIR is supposed to represent;)
Instead of trying to make the LRT fit on the ROW, please concentrate on a variant of Hawthorne Blvd that will be acceptable to the Torrance car dealer.

Thank you.
