TITLE
INTRODUCE BY TITLE ONLY ORDINANCE 3271-24, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, REPEALING SECTIONS 9-20.01 THROUGH 9-

20.08 OF TITLE 9, CHAPTER 20 OF THE REDONDO BEACH MUNICIPAL CODE REGARDING THE HANDICAPPED ACCESS APPEALS BOARD, AND AMENDING TITLE 2, CHAPTER 9, ARTICLE 4, SECTIONS 2-9.402 AND 2-9.403 REGARDING THE PUBLIC WORKS AND

SUSTAINABILITY COMMISSION

EXECUTIVE SUMMARY
On May 7, 2024, the City Council directed staff to move forward with changes to the City’s existing Boards and Commissions that would eliminate certain boards, consolidate and adjust the purview of select commissions, and create a means to cancel upcoming commission meetings for a lack of business.

The Ordinance being introduced amends the Redondo Beach Municipal Code (RBMC) to eliminate the Handicapped Access Appeals Board and reassigns its responsibilities to the Public Works and Sustainability Commission. Additional updates to the City’s boards and commissions will be presented to Council as they are prepared.

BACKGROUND
Currently, the Handicapped Access Appeals Board is unstaffed, and Council directed staff to eliminate the Handicapped Access Appeals Board and add its responsibilities of this board to the Public Works and Sustainability Commission, which is well-staffed, meets regularly, and deals with public works and construction standards.

The proposed Ordinance incorporates guidelines that ensure, where possible, members of the Public Works and Sustainability Commission fit the criteria established by California Health and Safety Code Section 19957.5, which establish that “two members shall be persons experienced in construction, two members shall be physically handicapped persons, and one person shall be a public member.” The Ordinance also establishes the appeals process and places the Chief Building Official as an ex officio member of the commission that is not entitled to a vote.

Approval of the proposed Ordinance would eliminate the Handicapped Access Appeals Board and assign its responsibilities to the Public Works and Sustainability Commission.
