Administrative
Report
H.4., File # 24-0931 Meeting Date: 6/11/2024
To: MAYOR AND CITY COUNCIL
From: ANDREW WINJE, PUBLIC WORKS DIRECTOR
TITLE

APPROVE AN AMENDMENT TO THE AGREEMENT FOR JANITORIAL SERVICES WITH COMMERCIAL BUILDING MANAGEMENT, INC. TO ADD WEEKEND SERVICE AT THE AVIATION

PARK FIELD HOUSE (RESTROOMS) AND THE ANDERSON PARK SENIOR CENTER FOR AN ADDITIONAL COST NOT TO EXCEED $973 PER MONTH, INCREASING THE TOTAL NOT TO EXCEED AMOUNT FOR THE AGREEMENT TO $531,607

EXECUTIVE SUMMARY
Approval of the proposed amendment would provide regular weekend cleaning services for the Aviation Park Restrooms and the Anderson Park Senior Center. The cost for the services would be $972.97 per month. The services are currently provided on an as-needed (over-time) basis by inhouse personnel at a cost of roughly $1,200 per month. Incorporating the services into the City’s janitorial agreement will reduce total City expenditure for the work and mitigate impacts on public works personnel.

BACKGROUND
On June 7, 2022, the City Council awarded a three-year agreement to Commercial Building Management, Inc. to provide janitorial services at 10 City facilities, including both libraries and the three senior centers. The agreement did not include weekend cleaning services at the Aviation Park Field House (which includes the public restrooms for the Aviation Park Track and Field) or the Anderson Park Senior Center. The two facilities are heavily utilized during the weekends and require regular cleaning. This cleaning is currently provided by in-house Public Works personnel, on an overtime basis, at a cost of approximately $1,200 per month. This practice takes a toll on staff, as it is difficult to for City employees to regularly come in on the weekends, after working normal weekly shifts. In order to mitigate the impacts on staff, and to reduce the City’s overall cost for these services, it is recommended that the agreement with Commercial Building Management be amended to add the weekend janitorial work at the two sites for the remainder of the term, through June 30, 2025.

COORDINATION
The Public Works Department coordinated the item. The City Attorney’s Office prepared the contract amendment.

FISCAL IMPACT
The cost for the proposed weekend janitorial services at the Aviation Park Clubhouse and the Anderson Park Senior Center will not exceed $927.97 per month for the remaining 13 months of the

Anderson Park Senior Center will not exceed $927.97 per month for the remaining 13 months of the agreement. The not to exceed value of the contract will be increased to a new total of $531,606.61.

The monthly cost to service the facilities in-house is currently $1,200. Funding for the services is available in the Public Works Department’s Building Occupancy Division Operating Budget.
