TRANSPORTATION AUTHORITY FOR THE REDONDO BEACH TRANSIT CENTER AND PARK AND RIDE PROJECT, JOB NO. 20120, TO ADD $500,000 OF ADDITIONAL FY 2023-24 MEASURE M FUNDS TO THE PROJECT AND EXTEND THE LAPSING DATE OF THE $2,750,000 OF FY 2021 -22 MEASURE M FUNDS APPROVED FOR THE PROJECT TO JUNE 30, 2025
EXECUTIVE SUMMARY
Construction of both Phase I and Phase II of the Transit Center and Park and Ride Project was completed in December 2023 and the preparation of project closeout documentation is now underway. This includes paperwork from the Los Angeles County Metropolitan Transportation Authority (Metro) that has been delayed. The City made several requests for additional funding from Metro, including $500,000 in June 2023, to pay for the unforeseen final change orders incurred during project construction, which the Metro Board of Directors approved on September 20, 2023.
Amendment No. 3 to the Funding Agreement will formally increase the City’s reimbursement threshold for the project by $500,000, using the approved FY 2023-24 Measure M Funds, and extend the lapsing date of the previously approved $2,750,000 Measure M Funds to June 30, 2025.
BACKGROUND
On September 26, 2019, the Metro Board of Directors approved $4.5 million in Regional Measure M Funds for the City of Redondo Beach (City) for the construction of the Redondo Beach Transit Center and Park and Ride Project, Metro Project ID# MM 5508.05 and City Project No. 20120. At City’s request, the Metro Board of Directors approved an additional $2.75 million for this project in its June 25, 2020 session. On April 20, 2021, the City Council approved amendment No.1 to the Funding Agreement accepting the additional $2.75 million for the Project. The funds were programmed by Metro over three different fiscal Years: $4,000,000 in FY 2019-20, subject to lapse by June 30, 2022, $500,000 in FY 2020-21, subject to lapse by June 30, 2023, and $2,750,000 in FY 2021-22, subject to lapse by June 30, 2024.
Construction of both Phase I and Phase II of the Transit Center and Park and Ride Project was completed in December 2023 and the project close out process has been underway since that time.
One matter to be resolved is this third amendment to the Funding Agreement. Funding Agreement will formally increase the City’s reimbursement threshold by $500,000 using FY 2023-24 Measure M Funds and extend the lapsing date of $2,750,000 in Measure M Funds from FY 2021-22 by one additional year with a new lapsing date of June 30, 2025. If approved, amendment No. 3 will ensure all Funds are in place to support construction reimbursement for the Transit Center and Park and Ride project, including all change orders.
COORDINATION
Amendment No. 3 was coordinated with the South Bay Cities Council of Governments and Metro.
The City Attorney’s Office approved the amendment as to form.
FISCAL IMPACT
Amendment No. 3 will increase Measure M funds authorized for project use by $500,000. There is no impact to the City’s General Fund for approval of this item.
