StopBCHD.com ([email protected]) is a Neighborhood Quality-of-Life Community concerned about the quality-of-life, health, and economic damages that BCHDs 110-foot above the street, 800,000 sqft commercial development will inflict for the next 50-100 years.

Our neighborhoods have been burdened since 1960 by the failed South Bay Hospital project and have not received the benefit of the voter-approved acute care public hospital since 1984.Yet we still suffer 100% of the damages and we will suffer 100% of the damages of BCHDs proposal.

To: Beach Cities of Hermosa, Manhattan and Redondo Beach; LALAFCO Board allcove is a BCHD-described "Serious Threat" to District financial operation Thanks to BCHD for a prompt response. It is very disturbing as a BCHD (District) taxpayer to hear that BCHD entered into a 30 year agreement fund both allcove services and the allcove building for both the 9% of SPA8 that is the District and the 91% of SPA8 that are non-residents.

Based on BCHD's CPRA response, Page 5 shows that allcove's funding requirements in 2027 put BCHD into a selfdescribed "Crisis" That would entail the termination or reduction of resident and taxpayer programs in order to fund the allcove legal obligation to 91% non-residents. BCHD has been warned over and over for most of a decade that its non-resident spending and failure to track programs and resident spending could be catastrophic. It appears the catastrophe may be as early as 2027.

BCHD's prior CPRA response demonstrated that BCHD conducted no 30-year liability analysis of allcove prior to signing the $6M grant that required a 30-year, 100% allcove operating obligation by BCHD.

How long can the Beach Cities fail to take action as BCHD endangers its own finances that could lead to Court imposed parcel taxes?
Factual data is below.

NO ALLCOVE ANALYSIS BY BCHD BEFORE ACCEPTING $175M OBLIGATION BCHD ACCEPTED A 30-YEAR OBLIGATION TO SERVICE allcove ($175M BUILDING AND SERVICE) IN RETURN FOR A MERE $6M GRANT

Provide documents demonstrating BCHD's financial plan for funding if BCHD is unable to secure full, 100% grant funding.

Please see slide 5 and 22 from the May 22, 2024 Study Session Presentation.
