EXECUTIVE SUMMARY
The City strives to maintain the community’s quality of life by providing excellent municipal services.
While the City consistently looks for ways to contain costs, it must also regularly review the City’s fees and consider adjustments that are necessary to reflect the cost to deliver the services to the community and ensure the desired service levels can be maintained over time. This item proposes fee adjustments pertaining to the Community Development, Public Works, Police, and Community Services Departments. The fee adjustments ultimately approved by the City Council should mirror or

exceed the actions taken as part of the approved Fiscal Year 2024-25 Budget.
BACKGROUND
Staff regularly reviews City Department fees to ensure they accurately reflect current service delivery costs. At this time, staff proposes adjustments for fees associated with services provided by the Community Development, Public Works, Police, and Community Services Departments. The fee adjustments identified for FY 2024-25 consideration are as follows:
Community Development Department
Per Decision Package #1, a 7.5% increase to Community Development Building Division fees is requested to adjust for higher departmental operating costs. The specific fee adjustments by type are included in the proposed master fee schedule.
Recommended is an ongoing increase to General Fund revenue of $241,000.
Per Decision Package #2, a $0.0010 per $1 dollar valuation technology and training surcharge fee would be added to all building permits to help offset ongoing subscription, training, and maintenance costs associated with the new online permitting system which total approximately $73,000 annually.
This Technology and Training Surcharge Fee is common with City building departments that utilize online permitting software. The specific fee adjustments by type are included in the proposed master fee schedule.
Recommended is an ongoing increase to General Fund revenue of $108,000.
The total ongoing General Fund revenue increase for the proposed Community Development Department fees is $349,000.
Public Works Department
Per Decision Package #3, increases to Public Works Engineering Division Tract Map and Parcel Map Fees are requested to adapt to higher equipment and personnel costs. This request represents the second half of a total increase presented, and approved, in FY 2023-24. At that time Council approved making the adjustment over two years (50% of the increase in the FY 2023-24 budget year and the remaining 50% in FY 2024-25). The specific fee adjustments by type are included in the proposed master fee schedule.
Recommended is an ongoing increase to General Fund Revenue of $2,430.
Per Decision Package #5, an increase to the Residential Solid Waste Administrative Fee from $0.86 to $0.99 is requested to support the administration of the City’s expanding solid waste and recycling programs and cover increased personnel and administrative costs. The proposed fee would be applied to City Residential and Multi-Family Unit property owners. The specific fee adjustments by type are included in the proposed master fee schedule.
Recommended is an ongoing increase to the Solid Waste Fund revenue of $25,000.
Police Department
Per Decision Package #4, a 10% increase to Police Department fees is requested to adjust for inflationary costs and increased operational expenses. The Police Department Master Fee Schedule

inflationary costs and increased operational expenses. The Police Department Master Fee Schedule has not been comprehensively updated in over 10 years. Additional increases to the Parking Meter Permit, Employee Meter Permit, and Expired Meter Violation fees are also proposed (and are further described in BRR #44). The specific fee adjustments by type are included in the proposed master fee schedule.
Recommended is an ongoing increase to General Fund Revenue of $195,000.
Community Services Department
Per Decision Package #6, an increase to Community Development facility rental and program fees is being proposed. Per a recent fee study, the City’s facility rental and program fees are far below those charged in neighboring cities as well as in the wider market for these services. To ensure the continued quality of facility rentals and program offerings, staff proposes an increase of select Community Services fees which will enable staff to maintain and enhance high-quality programs and activities provided to the community. BRR #38 describes the fees by program and how they compare to other cities. The specific fee adjustments by type are included in the proposed master fee schedule.
Recommended is an ongoing increase to General Fund Revenue of $807,359.
COORDINATION
Under the direction of the City Manager’s Office, the Community Development, Public Works, Police, and Community Services participated in the preparation of the proposed fee amendments. The Resolutions were approved as to form by the City Attorney’s Office.
A Public Hearing Notice was published in the Easy Reader, at City Hall, and on the Financial Services webpage.
