Administrative
Report
H.13., File # 24-0919 Meeting Date: 6/18/2024
To: MAYOR AND CITY COUNCIL
From: MARC WIENER, COMMUNITY DEVELOPMENT DIRECTOR
TITLE
APPROVE AN AMENDMENT TO THE AGREEMENT WITH MELAD AND ASSOCIATES, INC. FOR BUILDING PLAN CHECK REVIEW SERVICES FOR AN ADDITIONAL $27,000 AND A NEW TOTAL NOT TO EXCEED AMOUNT OF $57,000

EXECUTIVE SUMMARY
On April 2, 2024, the City Council approved agreements with five consulting firms to provide ondemand building plan check services. This initiative empowers the Community Development Department to offer applicants expedited plan check options and bridge staffing gaps when needed.

The Building Division's success with these contracted services has demonstrably improved project review turnaround times.

This amendment proposes a $27,000 increase to the Melad and Associates, Inc. contract, to allow them to finalize projects they are currently assisting with, and bring the total contract value to a maximum of $57,000. The cost of the Agreement is fully offset by plan check fee revenue.

BACKGROUND
In 2020, the City Council directed staff to proceed with selecting outside consulting firms to provide plan check services on an as-needed basis. Through the request for proposals process, the Community Development Department selected five firms to contract with based on their qualifications and experience. The City Council approved agreements with the five firms, including Melad and Associates, on April 2, 2024.

Contract plan check services have aided in significantly improving turn-around time for project reviews. Melad and Associates, Inc. has demonstrated competency and expertise in the review of all project types for the City. The proposed contract amendment would allow Melad and Associates to close out active projects that are currently in the re-check process.

COORDINATION
The contract amendment was prepared by the City Attorney’s Office.

FISCAL IMPACT
Funding for the recommended contract plan check services was approved as part of the Community Development Department’s FY 2023-24 Budget, via Decision Package #30.
