TITLE
APPROVE AN AMENDMENT TO THE AGREEMENT WITH BOWMAN INFRASTRUCTURE ENGINEERS LTD. FOR BUILDING PLAN CHECK REVIEW SERVICES FOR AN ADDITIONAL $90,000 AND A NEW TOTAL NOT TO EXCEED AMOUNT OF $110,000 FOR THE EXISTING TERM THROUGH APRIL 1, 2028
EXECUTIVE SUMMARY
On April 2, 2024, the City Council approved agreements with five consulting firms to provide on-call building plan check services. This initiative empowers the Community Development Department to offer applicants expedited plan check options and quickly bridge staffing gaps when needed. The Building Division's success with these contracted services has demonstrably improved project review turnaround times.
The proposed amendment would increase the contract with Bowman Infrastructure Engineers Ltd. by $90,000 and allow them to finalize projects currently in the re-check phase. If approved, the new total contract not to exceed amount will increase to $110,000, which is fully offset by plan check fee revenue.
BACKGROUND
In 2020, the City Council directed staff to select outside consulting firms to provide plan check services on an as-needed basis. Through a request for proposals process, the Community Development Department selected five firms based on their qualifications and experience. The City Council approved the Agreements with the five firms on April 2, 2024, including Bowman Infrastructure Engineers Ltd.
Contract plan check services have aided in significantly improving turn-around time for project reviews. Bowman Infrastructure Engineers Ltd. has demonstrated competency and expertise in the review of all project types for the City. The proposed contract amendment would allow Bowman Infrastructure Engineers Ltd. to close out active projects that are currently in the recheck process.
COORDINATION
The contract amendment was prepared by the City Attorney’s Office.
FISCAL IMPACT
Funding for the recommended contract plan check services was approved as part of the Community Development Department’s FY 2023-24 Budget, via Decision Package #30.
