contains existing rules regarding bicycles, skateboards, and other wheeled devices in the City. Although regulations within the traffic rules are not geared toward the issues the City is facing with dangerous and prolific e-bike use, it is a logical place for citywide e-bike regulations and related dangerous riding of bicycles. The attached urgency ordinance (Attachment 1) proposes the addition of HBMC Section
10.12.175 specifically dealing with the operation and use of electric bicycles in the following ways:
Requiring a properly fitted helmet for all riders under the age of 18.
Prohibiting the operation under the influence of alcohol or drugs.
Maintaining the prohibition on the use of e-bike motor on the Strand, and the Greenbelt and only allow the riding of e-bikes in City parks in designated areas.
The proposed urgency ordinance (Attachment 1) would also increase the enforcement options for the City by making violations of this new section, as well as other City Municipal Code sections on e-bikes, subject to administrative citations and providing discretion to Hermosa Beach Police Department to impound any electric bicycle ridden by a juvenile or adult in violation of the City's regulations in a manner that is dangerous to others. Impounded bikes would be released upon the payment of an impound fee.
Finally, the proposed urgency ordinance would add Chapter 5.82 to implement regulations on the rental of e-bikes in the City. Specifically, a requirement that any business that rents e-bikes in the City must include "geo-fencing" technology that would ensure rented e-bikes in the City cannot utilize the motor function while on the Strand, Pier Plaza, the Greenbelt or anywhere else e-bikes are prohibited from using its motor function.
Staff recommends City Council consider adoption of the attached urgency ordinance, and corresponding resolution regulating electric bicycles in the City.
Fiscal Impact:
There is no fiscal impact associated with the recommended action. J/ 6/18/2 Attachments:

The city of Hermosa made a new law regarding E Bikes.
They have a new set of laws that must be followed. The city of Redondo beach should follow that new ruling and make these E Bike owners more responsible for the way they are using these bikes. Many don't care about the auto drivers and just cut in front of a car or never stop at a Stop street sign. Several are riding their bikes in a dangerous manner and of course, if they get into an accident everyone wants to blame the driver of the motor vehicle. Something has to be done to change the rules.

This situation can be seen as part of the classic
conflict between generations. Older generations S
Q Search for foRtif at QjRjsycGgk6xb/? often prioritize safety and adherence to traditiona is=feed_commenter) (profile/30262256/)
norms, while younger people may prioritize
convenience, technology, and new modes of
transportation. This generational divide reflects
broader themes of how new technology is adopted
and integrated into daily life, with older generations
sometimes more cautious and younger generations
more enthusiastic and adaptable.
I'm sure we can find the right balanced approach to
address the use of e-bikes. After all, e-bikes are an
eco-friendly mode of transportation that makes
cycling more accessible, especially for those who
may have physical limitations or want to avoid
strenuous exercise and allows riders to tackle longer
distances and hilly terrains with ease.

6. if someone under 18 is cited, then the officer

7. Fines are $500. Then 750. then 1000.

board have to approve registration stickers
one-bikes? Why do the proposed ordinances
have to wait until July to be discussed, which
will, in turn, mean that it will take even more
time to get them approved by legal, the
council members, etc.?
No one has enforced e-bikes going through
stop signs without stopping on South
Broadway. I have seen only 1 e-bike stop on
this street where I live. While we are waiting
for something to be done, more injuries/
deaths may occur. And this may result in
lawsuits against the city for not taking action
when the problem is well known to the city.
As I also mentioned during the city council
meeting, e-bikes are on the sidewalks and
the streets. No one knows where they are
supposed to be riding and this creates a
further danger of pedestrians being run over.
Moreover, the problem of potential injury/
death becomes even greater when the e-
bikes are going at high speeds. Is there a
speed limit? If so, how do you communicate
this to the e-bikers who either don't know or
don't care?

1. I understand that the school board is an
profile/01hX9jr4TKg_ссBKk/? independent governmental body. We will now is=feed_commenter) plan on approaching the school board regarding this issue. In the meantime, can the
city council require e-bike registration with
the city? Again, this will make it easier to
identify offenders and will bring in much
needed revenue to the city.
2. In order to get an e-bike registered with
Gnatly, can a mandatory safety class be + ^
given at a location other than the high
school? Again, this will educate e-bike 4 S
Q Search for Electrician on where they can ride (sidewalk or stree speed limits, etc. and can raise revenues Prpfile/30262256/) the city.
3. Can we enact the same, new laws that
have passed muster with Hermosa Beach
and Manhattan Beach? Is there a reason we
have to wait for our police chief and city
attorney to "reinvent the wheel?" As you can
see from all of these Redondo Beach citizens,
they want something done and what is
currently being done is not adequate.
4. I am not criticizing the police. I do believe
they are doing their best in light of the
constraints placed upon them. And I
understand that they have other
responsibilities beyond e-bikes. But I don't
think that just because you know of 2 people
on our block who have been cited, that the
problem has been resolved. Just watch the
intersection of South Broadway and Ruby, for
example, for a half hour. Please tell me how
many e-bikes stopped at the stop sign during
that time.
I, along with the people in this post, simply
want to get something done and as of now,
the city council has done nothing. Saying that
the present laws are adequate, as you did in
your prior post, is absurd. Something must be
done now. And while the police chief and city
attorney "are targeting " July or August to
come to the council, the delay will no doubt
result in more damage, injuries and/or deaths
while we all wait.

Jim (/protile/01ggrQsankqWLcyDk/), so
basically the problems that are not covered
profile/01hX9jr4TKg_ссBKk/? by present laws will continue without is=feed_commenter) consequence until the city attorney and police chief can figure out a way to fix this?
This problem has been going on for far too
long with deadly/injurious consequences and
the council has failed to react. The problem
has gotten worse, not better, despite the 41
citations. Impounding these e-bikes and
charging violators the cost of impounding
them will get these e-bikes off the street,
even if it's just for 30 days. Our government
does this with cars. The violator pays a ticket
and the cost of impounding the vehicle and
then and only then does the violator get the
vehicle back. At some point, if violations
continue, the violator can no longer afford to
get the property back and the city keeps it.
How could that not stand up to a legal
challenge for e-bikes, particularly in light of
the desperate state we're in?
This problem has been in the newspapers
and on television. Hermosa and Manhattan
have both been shown to be aggressively
taking action to protect their citizens. They
apparently feel their ordinances will withstand
scrutiny and are not afraid to act because of
lobbyists. It is time for Redondo to stop being
embarrassed on the news as the only beach
city not taking action. This city council needs
to make this a high priority item now before
more people get hurt!

Certainly passing something that is illegal is
not a solution. And you can't pass a law in
an area that the state law trumps our local
law. There is no magic solution to this.
Redondo PD have plenty of current laws to
crack down on bad actors today and they
