H.5., File # 24-1091 Meeting Date: 7/23/2024
To: MAYOR AND CITY COUNCIL
From: JOE HOFFMAN, CHIEF OF POLICE
TITLE
ADOPT BY TITLE ONLY ORDINANCE NO. 3273-24 AN ORDINANCE OF THE CITY OF REDONDO BEACH, CALIFORNIA, AMENDING TITLE 3, CHAPTER 6, SECTION 3-6.03 OF THE REDONDO BEACH MUNICIPAL CODE PERTAINING TO PARKING METER HOURLY RATES. FOR SECOND

READING AND ADOPTION

EXECUTIVE SUMMARY
On June 18, 2024, the City Council adopted the Fiscal Year 2024-25 Budget. As part of the final budget motion, the Council directed an increase to the citywide parking meter hourly rates in FY 2024 -25, from $1.50/hour to $1.75/hour, and in the following fiscal year, from $1.75/hour to $2.00/hour.

Hourly parking meter rates are codified within the Redondo Beach Municipal Code. Approval of the proposed Ordinance would allow for implementation of the City Council’s Budget direction. The Ordinance was introduced at the July 16, 2024 City Council meeting and is now ready for second reading and adoption.

BACKGROUND
As part of the adopted budget for FY 2024-25, the City Council authorized an increase of hourly parking meter rates by $0.25 for both this year and next year. This will bring the rates up to $1.75/hour in the current fiscal year, and then $2.00/hour for FY 2025-26. The rate would match the existing hourly rate for the Harbor/Pier parking structures and would be consistent with the surrounding hourly parking rates charged in Hermosa Beach and Manhattan Beach, which range from $2.00 to $2.50 per hour, depending on the location.

The City’s parking meters are located in the Coastal Zone and must abide by California Coastal Commission policies. The changes in the proposed Ordinance are consistent with Coastal Commission policy, which states that parking rate increases cannot exceed 50% over a consecutive three-year period. The City’s current parking meter rate is $1.50/hour. The proposed $0.25 annual increase over the next two years represents a 16.7% change in year one, a 14.3% increase in year two, and a 33.3% total adjustment over the two-year period.

Parking meter rates are codified in Section 3-6.03 of the Redondo Beach Municipal Code, and the ordinance captures the change included in the final budget motion.

FISCAL IMPACT
Parking meter hourly rates currently generate $2.3M in annual General Fund revenue. If approved, the Ordinance would be effective in September, and the new meter rate is projected to provide $289,922 of additional FY 2024-25 revenue. Following implementation of the second increase in FY 2025-26, the City is expected to collect $765,9000 of additional ongoing annual parking meter revenue.
