To: MAYOR AND CITY COUNCIL
From: JOE HOFFMAN, CHIEF OF POLICE
TITLE
APPROVE AN AMENDMENT TO THE AGREEMENT WITH COMMLINE, INC. FOR THE

PURCHASE AND INSTALLATION OF AN EMERGENCY COMMUNICATIONS DISPATCH CONSOLE STATION AT A COST OF $36,327

EXECUTIVE SUMMARY
The Emergency Communications Center is in need of an additional dispatch console station for Pod 4, which has been vacant of a number of years, since the removal of non-operational equipment.

The cost to purchase and install a new dispatch console is $36,327, and the work will be completed by the City’s current contractor for communications equipment, Commline, Inc. (Commline). Funding for the purchase is available in the Emergency Communications annual operating budget.

BACKGROUND
The Police Department, Fire Department, and Emergency Communications Center utilize a wide variety of public safety communications equipment. This includes portable (handheld) and mobile (vehicle mounted) radios, dispatch equipment, radio transmitters, repeaters, and the associated computer software and hardware that supports it. In 2021, Commline was selected as the preferred vendor for maintenance of all communications equipment following a competitive request for proposal process, and Council approved an Agreement with Commline on March 15, 2022.

The Police Department Emergency Communications Center houses all emergency dispatch equipment, and the console purchase is necessary to support and enhance dispatch operations. The additional dispatch console will provide essential support for a variety of critical operational situations.

During highly attended public events, such as the July 4th fireworks show or the Beach Life Festival, additional dispatch personnel can be deployed to more effectively coordinate first responders.

During radio testing, maintenance, and equipment repair, the new console will provide an additional station for use in the event that other dispatch consoles are down. Lastly, the console can be utilized during in-house training scenarios, increasing the number of consoles remaining for normal operations. The increased flexibility will ensure the Emergency Communications Center is ready to address dynamic operational challenges and provide excellent service to the community.

COORDINATION
The contract amendment has been prepared by the City Attorney’s Office.
