Public Comment: Redondo Beach City Council and Planning Commission We oppose BCHD's request for special General Plan treatment so that it can service 80% to 95% non-residents of the District on our Public zoned land.

BCHD is surrounded by 0.5 Floor Area Ratio (FAR) commercial and residential homes. Allowing BCHD to build huge 100-foot tall, 300,000 sqft buildings on the edge of the campus is inconsistent with neighborhood character and a significant change from the current campus buildings in the center of the 10-acre site.

I live just east of BCHD's eastern property line. From my window, I have a view--if you can call it that--of the BCHD buildings already on the property, including the building that was once a hospital. That is fine since it was there before we bought our house, but allowing BCHD to build additional large structures in order to allow new private uses including an apartment complex for the "elderly" that would injure Torrance residents; nearly all the benefits would simply accrue to BCHD and its development partner(s).

I further understand there is a requirement that new developments in Redondo Beach must be compatible with their neighborhoods, but the proposed expansion of BCHD's holding here is simply incompatible and unconscionable.

Meanwhile, although the original eminent domain ruling required that the property be used for a hospital, it appears BCHD feels no obligation to provide any hospital on this land and also is avoiding Resolution of Necessity procedures to change the use of the property from the original plan.

Further,

1. Less than 1000-sqft of BCHD's 312,000 sqft of current buildings is 75- feet tall. The remaining 99.7% of all BCHD site structures are 52-feet tall or shorter. BCHD's proposals have all been out of scale with the surrounding neighborhoods and with the current facilities.

2. BCHD's consultants found that 80% of the tenants of the private assisted living will be from outside 90254, 90266, 90277, and 90278.

3. BCHD's contract for allcove requires 30-years or longer of mandatory allcove building and services to all of LA County Service Planning Area 8 (SPA8). BCHD has no funding past June 2026. That's an area of 1.4M population with the District residents being only 9%.

4. Further, BCHD's proposed PACE facility will service 95% non-residents based on the data from the National PACE Association. The residents of Redondo Beach should not have to suffer BCHD's use of our Redondo Beach public land for 80% to 95% non-resident benefit by providing BCHD a green light for excessive development.

BCHD should be denied its request for special treatment and be assigned a

0.75 FAR for its future non-resident development activities on the site.

Thank you,
Tim Ozenne

We are very concerned that BCHD's purported claims of racial and geographic equity in allcove services were false claims made only to minority-wash BCHD's white and affluent District. As all are now aware, 74% of allcove services are going to MB/HB/RB/Torrance (19% of SPA8) while under 14% of allcove services are going to the 14 underserved cities that total 80% of SPA8. That 80% of SPA8 contains all the disadvantaged communities and mental HSPA communities. How can this be allowed by MHAOAC? BCHD is clearly in violation of the letter of their claims for funding.

BCHD appears to be deliberately avoiding any significant level of allcove service to the underserved areas. There is no other statistically plausible reason that 74% of services could be going to a group of cities with double the HH income and 3-times the white populations than the appropriate target areas requiring racial and economic equity. It certainly appears that the statistics support racism in allcove service delivery by BCHD on their face.

Perhaps the LA Times is a better path to assuring equity, since so far, the State is sitting back watching.

BCHD's application for the $2M allcove operating funding as provided subject to CPRA demonstrates no obligation or intent to service SPA8.

BCHD's contemporaneous press release from March 9, 2022 makes no mention of the 1.4M population SPA8.

It appears that BCHD has misled the District taxpayers by claiming that allcove is an SPA8 service area project on its webpage https://www.bchd.org/allcovebeachcities

Public Comment - NO ON BCHD $30M BOND!
BCHD CANNOT GIVE DISTRICT TAXPAYER FUNDING TO LA COUNTY SPA8 -OR- TO 100% PRIVATE DEVELOPER PMB LLC
$9M ALLCOVE – NO!
THE BEST THING TO DO WITH ALLCOVE IS NOT BUILD A BUILDING! allcove is a financial mess. BCHD accepted $6.3M State grant that required a 30-year obligation to operate the allcove program and the allcove building without any 30-year funding. That means BCHD taxpayers are on the hook for $175M across 30-years while BCHD’s $2.4M per year in Executives goes panhandling at other agencies looking for money – or tries to raise our District resident taxes.

BCHD was also required (or offered, we don’t know yet) to service the 1.4M population area of LA County Service Planning Area 8 (SPA8) with allcove. Currently, HB/RB/MB are getting 50% of services, Torrance is getting 24%, and the 14 SPA8 cities that make up 80% of the population are getting 13.5%.

That’s either discrimination by BCHD to keep the funding in the wealthier, whiter areas, or, it’s a violation of the agreement to “serve” all of SPA8. $21M DEMOLITION, PARKING LOTS, GRASS – NO!
BCHD’S 100% PRIVATE DEVELOPER COMMITTED TO ALL THAT WORK AT NO COST TO TAXPAYERS.

BCHD is simply trying to give the private developer (PMB LLC) an “in-kind” give of demolition, parking lots and grass. BCHD’s investment bankers have written OVER and OVER that the developer will pay for the demo, parking lots and grass.

NO ON BCHD’S SHIFT OF DISTRICT TAXPAYER FUNDS TO LA COUNTY SPA8 AND PMB LLC!

[email protected], [email protected], [email protected] Subject: OPPOSE BCHD's REQUEST FOR 1.25 FLOOR AREA RATIO Public Comment: Redondo Beach City Council and Planning Commission I oppose BCHD's request for special General Plan treatment so that it can service 80% to 95% non-residents of the District on our Public zoned land. BCHD is surrounded by

0.5 Floor Area Ratio (FAR) commercial and residential homes. Allowing BCHD to build huge 100-foot tall, 300,000 sqft buildings on the edge of the campus is inconsistent with neighborhood character and a significant change from the current campus buildings in the center of the 10 acre site.

Less than 1000-sqft of BCHD's 312,000 sqft of current buildings is 75-feet tall. The remaining 99.7% of all BCHD site structures are 52-feet tall or shorter. BCHD's proposals have all been out of scale with the surrounding neighborhoods and with the current facilities.

BCHD's consultants found that 80% of the tenants of the private assisted living will be from outside 90254, 90266, 90277, and 90278.

BCHD's contract for allcove requires 30-years or longer of mandatory allcove building and services to all of LA County Service Planning Area 8 (SPA8). BCHD has no funding past June 2026. That's an area of 1.4M population with the District residents being only 9%.

Last, BCHD's proposed PACE facility will service 95% non-residents based on the data from the National PACE Association. The residents of Redondo Beach should not have to suffer BCHD's use of our Redondo Beach public land for 80% to 95% non-resident benefit by providing BCHD a green light for excessive development.

BCHD should be denied its request for special treatment and be assigned a 0.75 FAR for its future non-resident development activities on the site. --
StopBCHD.com ([email protected]) is a Neighborhood Quality-of-Life Community concerned about the quality-of-life, health, and economic damages that BCHDs 110-foot above the street, 800,000 sqft commercial development will inflict for the next 50-100 years.

Our neighborhoods have been burdened since 1960 by the failed South Bay Hospital project and have not received the benefit of the voter-approved acute care public hospital since 1984.Yet we still suffer 100% of the damages and we will suffer 100% of the damages of BCHDs proposal.
