ACCEPT AS COMPLETE THE KING HARBOR MAINTENANCE DREDGING PROJECT, JOB NO. 70660 AND AUTHORIZE THE CITY ENGINEER TO FILE A NOTICE OF COMPLETION FOR THE
PROJECT WITH THE LOS ANGELES COUNTY RECORDER AND AUTHORIZE THE RELEASE OF RETENTION FUNDS IN THE AMOUNT OF $149,996 TO MANSON CONSTRUCTION CO. UPON EXPIRATION OF THE 35-DAY LIEN PERIOD AFTER SAID RECORDATION AND NO CLAIMS
BEING FILED UPON THE PROJECT
EXECUTIVE SUMMARY
The City Council awarded Manson Construction Co. (Manson) a public works contract in the amount of $2,992,000 for the King Harbor Maintenance Dredging Project (Project) to restore King Harbor’s navigational depth to the original design specifications and provide for the safe passage of vessels through the elimination of accumulated shoals in the Harbor. Manson began the in-water work in February 2024 and finished the in-water work in late May of 2024. The Project was interrupted for a brief period due to an equipment breakdown on the dredging barge. The Project is complete and ready for City Council to authorize the City Engineer to implement the standard closeout procedures described below.
BACKGROUND
On June 6, 2023, the City Council approved the Project Plans and Specifications for the King Harbor Maintenance Dredging Project, and authorized the City Clerk to advertise for competitive bids. On July 20, 2023, two bids were received and publicly opened in the City Clerk’s Office. After reviewing the bids, Manson Construction Co. was found to be the lowest responsible bidder with a bid of $2,992,000. Staff also verified the references provided by Manson.
On August 15, 2023, the City Council awarded Manson a public works contract in the amount of $2,992,000 for the Project to perform maintenance dredging in the Harbor. During construction, one change order was issued, totaling $ 7,929.50 (0.3%), bringing the final agreement amount to $2,999,929.50. The change order amount was within the authority of the City Engineer to grant, as per Administrative Policy and Procedure 14.1. The change order was issued to address additional debris removal from the Harbor.
The Project Notice to Proceed was issued effective for February 1, 2024, and the dredging was completed on May 28, 2024. The total volume of dredge material transported from King Harbor to the placement site for disposal was calculated to be 61,970 cubic yards. This material was dredged using a barge mounted crane with a clamshell bucket and transported to the placement site in a

using a barge mounted crane with a clamshell bucket and transported to the placement site in a scow. The scow position was tracked and logged on every journey. The 61,970 cubic yards of dredged material was placed outside of King Harbor at the approved US Army Corps of Engineers nearshore placement site, located offshore from Avenue B in Redondo Beach.
Prior to the dredging, King Harbor had significant shoaling and required maintenance dredging in order to restore navigability and to improve boater safety. The past several winters resulted in large storm events with very strong wave action and tidal surges that added increased shoaling along the inside of the breakwater. The Project returned King Harbor’s navigational depth to the basin’s design depth and provided for improved vessel access by removing the accumulated shoaling. The Project included dredging 61,970 cubic yards of material from two areas within King Harbor. The most prominent dredged area was the shoal fronting the interior portion of the northern King Harbor Breakwater. The second dredged area was the shoal fronting the fairway side of the southern Breakwater, adjacent to the entrance to Basin 3.
A qualified inspector was present during the dredging and ensured, through sample collection and monitoring, that water quality permit requirements were met. Prior to the beginning of work, the City obtained the required U.S. Army Corps of Engineers Permit SPL-2019-00541 and Los Angeles Regional Water Quality Control Board Permit WDID 4WQC40120081. The U.S Army Corps Permit included approvals from the Environmental Protection Agency, the California Department of Fish and Game, U.S. Fish & Wildlife Service, and the California State Lands Commission.
The Project is now ready for City Council to: 1) accept as complete; 2) authorize the City Engineer to file a Notice of Completion with the Los Angeles County Recorder; and 3) authorize the City Engineer to release the retention funds in the amount of $149,996.48 to Manson, upon expiration of the 35-day lien period after said recordation and no claims being filed upon the Project.
COORDINATION
Design of the Project was developed with input from the Harbor Commission and the Fire, Public Works, and Waterfront & Economic Development Departments. Construction was coordinated through the Public Works Department, Fire Department (Harbor Patrol), and the Waterfront & Economic Development Department.
