Subject: Boat Hoist Language in Public Amenities Plan - Council Tonight Regarding tonight's discussion on whether to keep the Boat Hoist, below are some observations. This communiqué is not to necessarily to specifically advocate for or against the boat hoist, but rather primarily to ensure that the City Council has the accurate information from the Harbor Amenities Plan.

It would be advisable to refer this to the Harbor Commission for their expertise.

N.2.

CONSULTING SERVICES AGREEMENT TO DESIGN AND PERFORM NECESSARY STUDIES FOR A PUBLIC

BOAT LAUNCH PROJECT

PROVIDE DIRECTION ON WHETHER TO INCLUDE A REPLACEMENT BOAT HOIST The Administrative Report contends:
"At the time the Public Amenities Plan was approved by City Council, there was discussion on whether or not to remove the existing boat hoist to make-way for the new public boat launch. Considerations were made that each facility would require space to accommodate independent requirements for traffic, parking, and circulation. Preliminary site planning indicates that there is insufficient space for both facilities. It is recommended that the City Council consider removing the boat hoist from the pre-planning process." The two facilities could share the same parking.

The Amenities Plan illustrated coordinated parking and circulation for both. "Preliminary site planning" does not appear to have yet been published. "The Public Amenities Plan recommended the nearby boat hoist be removed so that design consultants were not burdened with designing two such scenarios within close proximity of one another." The Public Amenities Plan did NOT recommend that the boat hoist be removed. "Furthermore, installation of a new boat hoist would require said boat hoist to meet current building code requirements which could further adjust the footprint of the hoist when considering more robust foundation, pilings, and construction methods."
This assumes that a NEW hoist would be installed.

Any increased footprint would likely be modest.

Here is what the Public Amenities Plan actually said regarding the Boat Hoist:
https://cms2.revize.com/revize/redondobeachca/Draft%20Public%20Amenities%20Plan%20for%20King%20Harbor.pdf The existing boat hoists appear to be in good, operable condition. ARG did not observe them in operation at the time of survey. Steel surfaces appear to be in good condition, with only minor surface corrosion noted. p50 Of the 25 percent of respondents who use the boat hoist, 48 percent stated that they would continue to use the existing boat hoist or use both the boat hoist and the new launch. p83 As nearly half of the respondents who use the boat hoist would continue to do so, the plan kept the hoist while managing circulation with a new boat launch. p83
The existing boat hoist will remain in this area and provide additional opportunities to access the water. p119 The boat hoist is a service that lowers boats into the water, which is especially important for those physically unable to launch their own boats via a ramp. Maintaining the existing boat hoist, in addition to the new Public Boat Launch, will ensure access for those unable to utilize the new boat launch.

The King Harbor boat hoist is one of only a handful of public hoists along the California coastline. Boats are launched by professional staff, increasing access to the ocean. p163 An additional traffic circulation and parking lot study is required to further study the parking lot space counts and connections to the proposed Public Boat Launch and existing hoist. p165
