Ranking vs. Rounds
RANKED CHOICE VOTING (Ranking)
An election system in which voters rank the candidates for office in order of preference, and the ballots are counted in rounds that, in the case of a single-winner election, simulate a series of runoffs until one candidate receives a majority of votes ROUND OF COUNTING (Rounds)
A step in the counting process during which votes for all continuing candidates are tabulated for the purpose of determining whether a candidate has achieved a majority of the votes cast for a particular office, and, absent a majority, which candidate or candidates must be eliminated. No round of counting or elimination of candidates can occur before all eligible ballots are received by the City Clerk.

MAXIMUM NUMBER OF RANKINGS
City Council must select the TOTAL number of rankings, ranging from 1-6.
The HART voting equipment currently allows up to a maximum of 6.
Note:
Center for Civic Design Research and Fair Vote, it has been suggested that the number of rankings be 5-8; however, HART allows up to 6.

OVERVOTE
If there is an overvote on a ranking, what is City Council’s decision? Option A.
….. Skip that specific (overvoted) ranking
and continue to the next properly marked ranking, if any? Option B.
….. Since that ranking is an overvote,
do not continue to any other rankings, and the
ballot becomes exhausted?

DISCUSSION
SINGLE OR BATCH ELIMINATION(S)
Option A.
Single Elimination – Eliminate one candidate at a time per round.
Option B.
Batch Elimination – Simultaneous elimination of all candidates for whom it is mathematically impossible to be elected, eliminates all candidates who cannot receive enough votes to surpass the candidate with the next highest number of votes.
Note:
Best Practice to use Batch elimination when there
are ten or more candidates.
Since 2007, the maximum number that the City has
had is no more than 5 candidates in a specific
contest.
1 OPTION B
1st Ranking
Pelicans 500
Dolphins 300
Sharks 200
Seahorse 150
Starfish 100
Sea Turtles 50
Total of these last five candidates is 97.
Since the total of these last five candidates
(Sea Turtles, Lobster, Urchin, Octopus, and
Squid) can never combine their votes to
surpass Starfish, they can be batch
eliminated.
Lobster 20
Urchin 15
Octopus 10
Squid 2
