DIRECTOR
TITLE
ADOPT BY TITLE ONLY RESOLUTION NO. CC-2409-070, A RESOLUTION OF THE CITY

COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA AMENDING THE SALARY RANGE

FOR THE POSITION OF WATERFRONT & ECONOMIC DEVELOPMENT MANAGER

EXECUTIVE SUMMARY
The City maintains an Official Book of Class Specifications for positions in the service of the City of Redondo Beach. Pursuant to Article 5, Chapter 3 of the Municipal Code, class titles, job duties, and salary ranges are periodically reviewed and updated. In January 2024, the City Council amended the class specification for the Waterfront & Economic Development (WED) Manager to increase and expand the position’s responsibilities. Then, as part of the Fiscal Year 2024-25 Budget, the City Council approved Decision Package #63 to increase compensation for the position by up to $30,000 per year in accordance with the expanded job duties.

Following discussions with the position’s representative bargaining group, the Professional and Supervisory Association (PSA), it is recommended the annual compensation for the WED Manager be increased by a total of $28,680. This includes a salary increase of $23,508 and other corresponding employer pension, FICA, and benefit costs. With adoption of the proposed Resolution, the annual salary range for the Waterfront and Economic Development Manager position will be increased to $110,040 - $142,944 per year, which is in line with the Planning Manager and Principal Civil Engineer positions, the two highest paid classifications in the PSA group.

BACKGROUND
As the City continues to address significant waterfront redevelopment, complex long-term lease negotiations, ongoing maintenance of waterfront infrastructure, necessary financial forecasting for each waterfront enterprise fund (Uplands and Tidelands), and Citywide economic development strategies to retain and attract businesses, it has become necessary for the WED Manager to take on a larger role in the management and supervision of the Department’s staff and the execution of work activities.

In recognition of this need, on January 16, 2024 the City Council adopted Resolution No. 2401-002 to expand the position’s scope of responsibilities. In addition, as part of the FY 2024-25 Budget, the City Council approved Decision Package #63 to increase compensation for the WED Manager by up to $30,000 per year to assist in the recruitment of candidates with adequate experience in the wide variety of disciplines needed to fulfil the expanded scope of responsibilities including project

variety of disciplines needed to fulfil the expanded scope of responsibilities including project management, economic development, planning, budget preparation, and financial forecasting.

The WED Manager position is assigned to the PSA bargaining group, and it is customary to meet and confer with the bargaining group regarding changes in position compensation. Following those discussions, it was agreed that the salary for the WED Manager position mirror the Planning Manager and Principal Civil Engineer job classifications, which represent the two highest paid positions in the PSA bargaining group. The positions have a salary range of $9,170 - $11,912 per month, or $110,040-$142,944 per year.

COORDINATION
The Waterfront & Economic Development Department coordinated the salary range amendment with the Human Resources Department, City Manager’s Office, and the PSA. The Resolution was reviewed and approved as to form by the City Attorney’s Office.

FISCAL IMPACT
As noted above, $30,000 of funding was included in the FY 2024-25 Budget for the WED Manager position’s compensation increase. The proposed $23,508 salary increase has a fully loaded cost of $28,680 per year, after including pension and other related benefit costs, and is within the approved funding amount. The total cost of the WED Manager position is allocated equally to the Uplands and Tidelands Funds.
