DISCUSSION AND POSSIBLE ACTION REGARDING THE DESIGNATION OF THE LA KINGS 5K
FUNDRAISING RUN AS A CITY SIGNATURE EVENT AND WHETHER TO PROVIDE A CITY SUBSIDY IN FISCAL YEAR 2024-25
EXECUTIVE SUMMARY
On August 20, 2024, the City Council directed staff to return with an item to discuss the designation of the LA Kings 5K Fundraising Run (Kings 5K Run) as a City Signature Event. Signature Events are often subsidized by the City, either wholly or in part, and typically occur on an annual basis. Should the City Council designate the Kings 5K Run as a Signature Event and wish to subsidize the 2024 activity, staff would prepare a budget modification resolution for consideration of approval on September 17. The Resolution would require a 4/5ths vote to be adopted.
BACKGROUND
All special events, including Signature Events, require services from multiple City Departments to plan and execute safely. The direct costs for services are billed to the special event holders, with the exception of Signature Events that have received a City subsidy. Direct costs incurred by the City include event day personnel, equipment, permits, public notifications, parking meter fees, and inspections.
The Kings 5K Run has been held in the Riviera Village since 2014 and has previously received subsidization as a City Signature Event. The Kings 5K Run is a fundraising event that supports both the Kings Care Foundation as well as the Hydrocephalus Association. At the August 20, 2024 City Council meeting, staff was directed to return with an item to discuss the designation of the Kings 5K Run as a City Signature Event. Signature Events can be subsidized by the City, either wholly or in part, and typically occur on an annual basis. During the annual budget process, the City Council allocates subsidies for specific Signature Events. Below is the list of subsidies approved for Fiscal Year 2024-25:
Event Subsidy
Riviera Village Halloween Trick or Treat Stroll $2,500
Riviera Village Holiday Stroll $2,500
Christmas Boat Parade $4,000
Superbowl Sunday 10K $10,000
Springfest $13,000
Riviera Village Summer Festival $12,500
King Harbor Sea Fair $2,000
Total $46500

For the September 2023 Kings 5K Run, special event costs, including public safety and street maintenance expenses, amounted to a total of $12,947.19. Should the Council designate the Kings 5K Run as a subsidized Signature Event, staff would prepare a 4/5ths budget modification resolution to capture the Council’s directed subsidization amount. This Resolution would be returned for City Council consideration of approval at the September 17, 2024 City Council meeting.
COORDINATION
The Community Services Department coordinated the preparation of this report.
FISCAL IMPACT
The fiscal impact of the Signature Event designation for the Kings 5K is dependent on the Council’s decision regarding subsidization. If a subsidy is approved, the cost would be distributed to the involved departments, primarily the Police Department which has the majority of the event related costs.
