TITLE
APPROVE ADDENDUM NO.1 TO TRANSFER AGREEMENT NO. 2022RPSSMB02 BETWEEN THE

CITY OF REDONDO BEACH AND THE LOS ANGELES COUNTY FLOOD CONTROL DISTRICT FOR THE FULTON PLAYFIELD MULTI-BENEFIT INFILTRATION PROJECT, JOB NO. 60280

AWARDED THROUGH THE REGIONAL SAFE CLEAN WATER PROGRAM AND AUTHORIZE THE

MAYOR TO EXECUTE THE DOCUMENT

EXECUTIVE SUMMARY
The Fulton Playfield Multi-Benefit Infiltration Project (Project) is included in the updated and City Council approved Enhanced Watershed Management Program (EWMP) as a priority project. On November 21, 2022, the Los Angeles County Flood Control District (LACFCD) Board approved the FY 2022-23 Stormwater Investment Plan that included funding for the Fulton Project. The Transfer Agreement, completed on May 18, 2023, secured $2,219,138 in grant funding for the City in FY 2022 -23. Approval of Addendum No.1 to the Transfer Agreement will secure an additional $2,073,000 of competitive grant funding, bringing the total to $4,292,138, and allow the City to move forward with design of the Project.

BACKGROUND
The City of Redondo Beach, in collaboration with the Cities of Hermosa Beach, Manhattan Beach, and Torrance, along with the LACFCD formed the Beach Cities Watershed Management Group to develop an EWMP to comply with the municipal separate storm sewer system (MS4) permit requirements. The City Council approved the first EWMP on June 16, 2015 and approved the updated EWMP on June 8, 2021. The updated EWMP includes the Fulton Project as a priority project for reducing the potential for pollutants being discharged to the Santa Monica Bay.

Fulton Field is an open green space and playfield at the southeast corner of the intersection of Ripley Avenue and Rindge Lane. The playfield is adjacent to an 8.5-foot by 10-foot LACFCD storm drain that runs under Ripley Avenue and connects directly to the Herondo Storm Drain on 190th St, which drains to the Santa Monica Bay. An underground flood control retention basin operated by the LACFCD underlies the western half of the playfield and provides approximately 6.4 acre-feet of passive storage to help relieve flooding during storm events. Drainage from approximately 440 acres in the City of Redondo Beach and 25 acres in the City of Manhattan Beach is tributary to the basin.

The Fulton Project will add infiltration elements to the existing flood control basin in order to transform it into a regional water quality project, while also maintaining its flood control capacity and function.

Infiltration will be accomplished via the addition of drywells under the eastern portion of the playfield.

H.12., File # 24-1401 Meeting Date: 9/3/2024
Pursuant to the Los Angeles Safe Clean Water Program Ordinance and the Safe Clean Water Program Implementation Ordinance, the Fulton Project was selected by the South Santa Monica Bay Watershed Steering Committee to be awarded $4,292,138 from the competitive Safe Clean Water (Measure W) Regional Funding Program. On November 21, 2022, the LACFCD Board approved the FY 2022-23 Stormwater Investment Plan that included the recommended funding for the Fulton Project. A Transfer Agreement was approved by LACFCD Board on May18, 2023, and the City received grant funding of $2,219,138 through FY 2022-23.

Approval of Addendum No. 1 to the Transfer Agreement will allow the City to secure the additional Grant Funding of $2,073,000 for FY 2023-24 to move the Project forward.

COORDINATION
This Project has been coordinated between the Public Works Operations and Engineering Divisions along with the Beach Cities Watershed Management Group. The City Attorney’s Office has approved the Addendum No.1 to the Transfer Agreement as to form.

FISCAL IMPACT
Approval of Addendum No.1 to the Transfer Agreement secures $2,073,000 in additional Regional Safe Clean Water funds for the Fulton Project bringing the competitive grant total to $4,292,138.

Failure to approve the Addendum would require the City to identify other comparable funding sources to meet EWMP compliance requirements. The total cost of the project was originally estimated to be within the grant award amount. Recent construction estimates exceed the amount, but will ultimately be determined by final project design.

APPROVED BY:

Mike Witzansky, City Manager
