TITLE
ADOPT BY TITLE ONLY RESOLUTION NO. CC-2409-074, A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA AMENDING THE OFFICIAL BOOK
OF CLASS SPECIFICATIONS TO INCLUDE A NEW POSITION OF PRINCIPAL TRANSPORTATION
ENGINEER
EXECUTIVE SUMMARY
The adopted Budget includes funding for the upgrade of the Transportation Engineer position to a Principal Transportation Engineer position. The City’s Official Book of Class Specifications has a Principal Transportation Engineer position, but does not currently have a specification for Principal Transportation Engineer. In order to implement the budgeted upgrade, a Principal Transportation Engineer job specification must be approved. The proposed specification has been reviewed and agreed to by the Human Resources Department and the representative bargaining group, the Redondo Beach Professional and Supervisory Association, and is ready for consideration of approval by the City Council.
BACKGROUND
The City maintains an Official Book of Class Specifications for positions in the service of the City. As recruitments for open positions are initiated, class specifications are included to state the job duties, responsibilities, and qualifications. The Official Book of Class Specifications currently does not include a Principal Transportation Engineer. The inclusion of this new class specification is recommended at this time and is authorized pursuant to Section 2-3.502 and Section 2-3.503 of Article 5, Chapter 3, Title 2 of the Redondo Beach Municipal Code which authorizes the Mayor and City Council to set forth, from time to time, the class titles and specifications for the City’s job classifications.
The Public Works Department has long included a budgeted position for a Transportation Engineer.
However, the level of work required of that position can often be more closely suited to a Principal Transportation Engineer. The highly specialized role often demands expertise in Traffic related requests, the ability to direct subordinate traffic engineering staff on related matters, and the ability to build public confidence and develop strong working relationships with City leadership. The need for advancement in the position is important to hire and retain experienced and talented staff. Adding this position to the Official Book of Class Specifications will allow for more comprehensive staff development in this highly specialized area.
The proposed specification was prepared per Department needs and using comparable duties,

The proposed specification was prepared per Department needs and using comparable duties, expectations, and requirements of Principal Transportation Engineer positions in benchmark cities.
Funding for the position was authorized as part of the Budget. Staff is now recommending the addition of this class specification so that the position may be filled accordingly.
COORDINATION
The Principal Transportation Engineer class specification has been coordinated with the Public Works Department, Human Resources Department, and with representatives of the Professional & Supervisory Association.
FISCAL IMPACT
As the salary range for the Principal Traffic Engineer position is already included in the Public Works Department Budget, there is no fiscal impact associated with the approval of the proposed job class and specification.
