TITLE
ADOPT BY TITLE ONLY RESOLUTION NO. CC-2409-075, A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA AMENDING THE PART-TIME
EMPLOYMENT POLICY AND PAY PLAN FOR PART-TIME EMPLOYEES
EXECUTIVE SUMMARY
In April 2016, the State of California adopted Senate Bill (SB) 3 to increase California’s minimum wage incrementally each year, beginning in January 2017. Increases to the minimum wage have continued annually due to this legislation, and the minimum wage is scheduled to reach $16.50 per hour on January 1, 2025. Due to this continuous escalation, there has been an ongoing and significant impact to the labor market, which has caused the City’s existing part-time salary ranges to fall below a competitive range when compared with other employers. As a result, the City has faced constraints in recruitment and retention of part time staff, most notably in the Community Services Department.
In response to this issue, on June 18, 2024, the City Council adopted the FY 2024-25 budget which included pay rate increases for a number of part-time positions. The vast majority of these classifications serve in the Community Services Department, as outlined in Decision Package #35.
Specifically, these increases were approved to support enhanced and expanded ongoing programming and facility use at eight After School Program sites, six summer camps, three senior centers, Aviation Park, Alta Vista Community/Tennis Center, Wilderness Park, various teen activities, Seaside Lagoon, Perry Park Preschool, Passport Services, and program administration.
In total, six part-time job classifications have been approved for increased pay ranges through Decision Package #35. These increases will take effect after Council adoption of the attached Resolution. It is important to note that some of the affected job classifications (such as Office Assistant and Program Coordinator) do have a role in other Departments as well. However, there will be minimal to no fiscal impact from this change, as most of the incumbents in those roles are already earning wages within the newly adopted ranges due to an overlap in hourly rates.
An additional six job classifications will see an increase from $16.00 per hour to $16.50 per hour (at the bottom of their respective ranges) due to the upcoming minimum wage adjustment. Those increases will take effect on January 1, 2025 and are outlined separately in the attached Resolution.
Recommended is an updated Part Time Employment Policy and Pay Plan to address each of these changes. Please note that while the federal minimum wage is currently $7.25/hour, California’s

changes. Please note that while the federal minimum wage is currently $7.25/hour, California’s minimum wage is higher and it prevails, applying to all City employees.

H.21., File # 24-1476 Meeting Date: 9/3/2024
It should be noted that some part-time classifications no longer have pay ranges due to salary compression from recent increases in minimum wage. Departments have adjusted by not hiring into, or using, these classifications as frequently as in prior years.
COORDINATION
The Human Resources Department and the Community Services Department coordinated the preparation of this report. The Human Resources Department and the City Attorney’s Office prepared the proposed Resolution.
FISCAL IMPACT
Part time salaries are included in each Department’s annual operating budget. The increases to the Community Services Department positions will be supported by revenues from each activity/program approved as part of the FY 2024-25 Budget and Master Fee Schedule.
