Chief Joe Hoffman
Redondo Beach City Council
Street Sweeping Summary
STREET SWEEPING
BACKGROUND
Street Sweeping Started in Southern California in the Late 1920s in Response to the Federal and State Clean Water Regulations.
Today, the City of Redondo Beach Conducts Street Sweeping in Compliance with the 1972 Federal Clean Water Act and the National Pollutant Discharge Elimination System.
Regular Street Sweeping is a crucial part of keeping the streets clean, the ocean waters unpolluted, and the storm drain systems clear of debris from storm water runoff.
The City of Redondo Beach has Contracted with Athens Services since 2019 for our Street Sweeping Needs.
ATHENS STREET SWEEPING

Athens Services Covers Approximately Thirty-Seven Street Sweeping Routes in the City, with Parking Restrictions for Two-Hour or Three-Hour Blocks. The Street Sweeper Generally Arrives about the Same Time Each Week.
However, when Debris Accumulates, the Sweeper Must Travel Slower. Street Sweepers can also Experience Delays because of Other Factors such as Equipment Maintenance or Navigating Around Illegally Parked Vehicles.

ENFORCEMENT CHALLENGES
When an Officer stops
to issue a parking citation,
Municipal Services Officers Face Several Challenges in regards to Enforcement of Vehicles Parked During Prohibited Street Sweeping Hours.
Due to the rapidly evaporating mist that Athens Services uses to keep dust levels low, Officers find it difficult to determine whether or not the Sweeper was forced to drive around illegally
parked vehicles. This issue is compounded
when residents park their vehicles on the
street immediately after the Street Sweeper
has passed by.
TIME GAP
the Athens Street Sweeper does not
stop, creating a gap between the
Sweeper and the Officer. LACK OF A VISIBLE WATER TRAIL
Recently, there has been an increase in Resident Complaints of noncompliance during street sweeping hours:
• Complaints of vehicles that are illegally parked and do not receive citations.
• Complaints that the streets are not being cleaned properly due to illegally parked vehicles.
• Complaints of residents owning several cars that remain in place for several days after the street sweeper has passed.

STREET SWEEPING TECHNOLOGY
Municipal Services Officers are currently testing GPS tablets with Geographic Information System (GIS) maps that capture and update street sweeping routes in real time.

STREET SWEEPING TECHNOLOGY
This data is reflected on the GIS map,
showing progress as to which routes have
not yet started, which routes are in
progress, and which routes have been
completed.
Residents will have access to the map,
and will be able to see the status of the
sweeping routes in real time.
As Municipal Services Officers patrol street sweeping routes, they can use the GPS functionality to track their location and movements accurately at the beginning and end of each route.
The Police Department is researching the feasibility of integrating Automatic License Plate Readers (ALPR) with software platforms to assist in the issuance of parking citations.
One RBPD Parking Enforcement vehicle is already equipped with a Vigilant ALPR camera.
Parking Enforcement currently uses handheld devices to
scan vehicle information and auto-populate citations
through the existing software platform.

STREET SWEEPING ORDINANCE
The Police Department worked with the Redondo Beach City Attorneys Office to draft an amendment to Municipal Code 3-7.1308, for consideration.
The proposed amendment would be specific to subsection (d) and would allow for vehicles to be parked on the street after both the Street Sweeper and the Parking Enforcement Officer has passed by.
