A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, AUTHORIZING A FISCAL YEAR 2024-2025
BUDGET MODIFICATION TO APPROPRIATE $245,000 FROM THE
SOUTH BAY CITIES COUNCIL OF GOVERNMENTS COUNTY
ALLOCATED LOCAL SOLUTIONS GRANT FUNDS TO THE
INTERGOVERNMENTAL GRANT FUND TO LEASE MOTEL AND
SINGLE ROOM OCCUPANCY (SRO) BEDS.
WHEREAS, it is the intention of the City Council of the City of Redondo Beach (“City Council”) to review the adopted budget from time to time; and WHEREAS, the City of Redondo Beach’s adopted budget needs to be modified to appropriate monies to fund necessary expenditures; and
WHEREAS, on May 3, 2022, the County of Los Angeles Board of Supervisors unanimously approved a motion to implement the New Framework to End Homelessness in Los Angeles County which included an increase of co-investment opportunities for cities and Councils of Governments (Local Jurisdiction); and
WHEREAS, the South Bay Cities of Council of Governments (SBCCOG) was awarded $2,344,214 from the Local Jurisdiction funding through June 30, 2027; and WHEREAS, on May 9, 2023, the SBCCOG convened homeless staff of its sixteen (16) cities and Supervisor Districts to review the Local Jurisdiction funding plan and solicit feedback.
On June 22, 2023, the SBCCOG Board of Directors approved the Local Jurisdiction funding plan, which allocated $350,000 for a Motel and Single Room Occupancy (SRO) Bed Leasing Program; and
WHEREAS, the City submitted a proposal and the SBCCOG approved funding for Motel and SRO Bed Leasing Program at an annual cost of up to $235,150; and WHEREAS, on June 4, 2024, the City Council approved the First Amendment to the MOU to extend the term to June 30, 2024 and accept an additional $245,000of County Local Solutions Fund; and
WHEREAS, the City has approved the receipt and appropriation of past funding for similar programs.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That the amounts allocated in the budget of Fiscal Year 2024-2025 and the amounts required to meet conditions which have arisen during the budget year require a modification in the budget appropriation; and, upon recommendation of the City Manager, the budget appropriation as adopted for Fiscal Year 2024-2025 is modified as follows:

Two hundred forty-five thousand ($245,000) in Local Jurisdiction funds from the SBCCOG shall be appropriated to the Intergovernmental Grant Fund to lease motel and single room occupancy beds.
SECTION 2. That pursuant to Section 11(f) of the City Charter, the City Clerk is hereby directed and instructed to correct the budget records of said City for Fiscal Year 2024-2025 in accordance with the above modification.
SECTION 3. The City Clerk shall certify to the passage and adoption of this resolution and shall enter the same in the Book of Original Resolutions.
